국문 초록

본 연구는 일본의 대외통상정책이 어떠한 요인들에 의해 영향을 받으며 결정되는가를 보다 명료하게 검증할 수 있는 이론적 토대를 제시하는 것이다. 논쟁의 초점은 연계(linkage)에 대한 개념의 이해와 구조(structures), 행위자(agencies), 규범(norms)이라고 하는 다각적 접근을 통해 정책결정 변수들 간의 상관관계를 설명하는 ‘다각적 연계이론’을 분석의 틀로 채택하여 일본의 자유무역협정(FTA: Free Trade Agreement) 전략 수립 과정을 실증적으로 살펴보고, 그 이론의 효용성을 조명하는 것이다. 이는 다각적 연계이론의 유용성을 도출하고 일본의 FTA 전략 수립의 결정요인에 대한 변수들을 체계적으로 검토하는 것이다. 일본의 FTA 전략은 국제정치체제라는 외압(external pressure)과 국내정치구조라는 내압(internal pressure)에 선택적으로 유연하게 대응해서 수립된 경향이 강하다. 이는 다양한 정책과 제도를 통해 일정한 정책조정 절차를 거쳐 국익의 극대화라는 관점에서 일본의 대외통상정책의 축으로 정착되었다. 일본의 FTA 전략은 대외통상정책 결정과정, 결정패턴, 결정요인 등과 같은 문제들을 기존의 형태주의 이론과 연관하여 국가가 추구하는 목표, 사용하는 수단의 범주, 그리고 영향력의 결과에 따른 파급효과 등을 설명하는 방법적 도구로 활용되고 있다. 그럼에도 불구하고 대외통상정책 결정요인에 대한 이론은 아직까지도 체계적이고 명쾌한 분석방법이 정립되지 못하고 있는 것이 현실이다. 따라서 본 연구에서는 현대 대외통상정책 결정요인에 대한 새로운 접근을 제시하고 있는 ‘다각적 연계이론’을 통해 일본의 FTA 전략 수립 과정의 경향을 분석하여 앞으로의 방향을 전망할 수 있는 이론적 가이드로써 활용하고자 한다.

영문 초록

This paper is to investigate the decisive factor of Japan s foreign economic policies. The study is essential to examine empirically the establishing process of Japan s Free Trade Agreement (FTA) strategy by using multi-complex linkage theory . This is ultimately founded on the key concepts - international structures, agencies, norms. These concepts encapsulate key thinking from Japan s patterns of behaviour and role in the context of International Relations (IR) or International Political Economy (IPE). In order to analysis the establishing process of Japan s FTA strategy, this paper questions the viability of multi-complex linkage theory and offers a theoretical understanding of foreign economic policies. Japan s FTA strategy cope with the situations like the external pressure and the internal pressure. Through the various policies, institutions and policy mediation procedure, there is a strong tendency that it aims to establish for the benefit of nation. In this regards, Japan s FTA strategy is used as method tools explaining problems such as decisive processes of foreign economic policies, decisive patterns and decisive factors in connection with the existing morphology theory, nation s pursuing aims, the extent of using means and pervasive effect in line with result of influence. Nevertheless, the theory on the decisive factor of Japan s foreign economic policies which were not fully determined on its systematical analysis method has become a reality. Therefore, this study seek to analysing and understanding the tendency of Japan s FTA strategic process so as to find out the real meaning of potential usefulness as theoretical guideline which can predict its future direction on the decisive factor of contemporary foreign economic policies through the multilateral linkage theory that can provide a new approach.
