국문 초록

이 논문은 일본의 개발 NGO 활동을 중심으로 시민사회와 대외원조정책의 관계 동학을 고찰하였다. 전후 일본이 개발도상국 자원과 시장확보를 위한 외교전략의 일환으로 대외원조정책이 일본 시민사회-개발 NGO-에 미친 영향을 시기적으로 살펴본다. 특히 일본의 NGO가 인도네시아 유전개발원조의 폐해 감시와 고베대지진 복구 참여를 통해 일본 대외원조정책을 바라보는 시각의 변화와 대응 모습 및 ODA 정책변화에 대한 영향을 분석한다. 따라서 첫째, 자국의 이익에 편중된 ODA 정책을 구사한다는 비판과 동시에 장기간 ODA 최대공여국의 지위로서 국제사회에서 리더십을 추구하고 있는 일본 ODA의 특유한 양상을 낳은 배경과 최근의 변화 추이를 조망한다. 둘째, 초기 일본 정부는 국제사회에서 위상을 높이기 위한 대외전략의 하나로서 ODA를 추진하였지만 시민사회의 대응양식에서 애드보커시 활동이 활성화되는 등의 변화에 따라 일본 정부의 ODA 정책의 새로운 양상이 드러나고 있음을 밝힌다. 셋째, ODA와 시민사회의 상호작용과 관계의 동학을 조명하여 ‘국가와 시민사회’의 능동적이고 탄력적인 관계에 입각한 ODA의 새로운 지평을 모색한다. 끝으로 일본의 ODA 정책경로를 상당부분 답습하고 있는 한국 ODA 현황을 고려하면서 한국 시민사회에 던지는 함의와 시사점을 찾고자 한다.

영문 초록

This article intends to explore the relationship between civil society and foreign aid policy in Japan. In particular, this article places an analytical focus on the voice and role development NGOs in shaping the aid policy. The Japanese aid policy has been characterized by its strategic purpose of securing the natural resources and market in the third world since World War II. How the Japanese civil society, especially development NGOs were influenced by these polices are examined. In addition, how Japanese NGOs changed its perception on the Japaense ODA policy and reacted accordingly through experiences of monitoring the aid for the development of the Ache oil fields and participating in the reconstruction efforts after Kobe earthquake is examined. This study further analyzes the NGOs impact on the change of recent Japanse ODA policy change. In this context, we provide an analysis of the background for the recent policy changes and its key characteristics. Second, it is argued that right after the Second World War, Japanese government pursued its ODA policy in order to boost its international status, but advocacy activities of Japanese NGOs pressed the government to change its policies with limited success. Third, by looking into the relationship between ODA policy and civil society in Japan, the article searches more positive dynamics of NGOs interaction with the state. Finally, implications for Korean civil society in monitoring Korean ODA policies are explored considering the Korea s affinity with Japanese development path in ODA history.
