국문 초록

본 논문은 문헌연구를 통하여 세계화와 경제성장, 불평등과 빈곤에 대하여 고찰한다. 세계화를 옹호하는 입장은 세계화의 진전이 개발도상국에게 높은 경제성장과 불평등과 빈곤의 감소를 이끈다고 주장한다. 하지만 실증적인 경험에 대한 분석을 통해 따라잡는(catch-up) 성장이 가능하다는 주장이 개발도상국에서 실제적으로 실현되기 어려운 일임을 확인하였다. 또한 세계화의 진전과 관련된 전 세계소득이나 소비의 불평등과 빈곤의 추이를 분석한 결과 전반적으로 1980년대 이후 소득이나 소비의 불평등은 증가하였고 2012년 기준으로 전 세계 인구의 12.8%에 해당하는 9억 명이 하루 1.9달러 빈곤선 아래에서 생활하고 있음을 파악할 수 있었다. 성장의 과실이 금융부문과 최상위 계층에 집중되는 상황에서 세계화를 옹호하는 입장에서 제시하는 처방을 개발도상국의 국가가 단순히 수용하기보다 기회와 유인을 적절히 제공하면서 지속가능한 성장에 적합한 체계적인 정책을 제시하며 소득재분배를 위한 재정수단을 넘어서서 빈곤계층이 성장에 참여할 수 있는 기회를 확대해 나갈 필요가 있다고 판단된다.

영문 초록

This paper examines globalization, economic growth, inequality and poverty through literature research. The advocate of globalization argues that advances in globalization lead to high economic growth and a reduction in inequality and poverty in developing countries. However, an analysis of empirical experiences has confirmed that the claim that catch-up growth is possible is practically difficult to realize in developing countries. In addition, the analysis of global income and consumption inequality and poverty trends related to the progress of globalization showed that overall income and consumption inequality has increased since the 1980s, with 900 million people, or 12.8% of the world s population, living below the $1.9 poverty line per day as of 2012. With the fruits of growth concentrated on the financial sector and the top class, it is necessary for developing countries to provide adequately opportunities and incentives while presenting systematic policies suitable for sustainable growth and to expand opportunities for the poor to participate in growth beyond the financial means for redistribution of income rather than simply accepting prescriptions from the standpoint of advocating globalization.
