국문 초록

연구목적: 중국의 EV 폐배터리 시장현황과 전망을 살펴본 후, 중국 중앙·지방정부의 폐배터리 재활용산업 관련 주요 정책과 제도를 자세히 살펴보고자 한다. 이를 통해 중국 EV 폐배터리 재활용산업정책에 담긴 무역·경제적 의미를 분석함이 주요 목적이다. 또한, 한국보다 앞서 EV 폐배터리 처리 문제를 산업 정책화하여 추진 중인 중국의 사례를 자세히 분석함으로써 한국에의 시사점을 제공하고자 한다. 논문구성/논리: 최근 ESG 경영과 함께 주목받고 있는 순환경제적 측면에서 중국 정부가 적극적인 추진과 함께 연이어 발표하고 있는 폐배터리 재활용산업정책과 제도를 주요 대상으로 삼고 논의하였다. 제2장에서는 폐배터리 시장과 순환경제 메커니즘에 대해 글로벌 폐배터리 시장과 중국을 순환경제적 측면에서 논하고, 제3장에서는 중국폐배터리 재활용산업정책을 중앙정부 차원과 지방정부 차원으로 구분하여 제시하였다. 제4장은 중국 폐배터리 재활용산업정책에 담긴 무역·경제적인 효과 및 의미를 분석한 후, 제5장은 결론으로 중국 폐배터리 재활용산업에 따른 한국에의 시사점을 정부와 기업 측면으로 구분하여 제시하였다. 결과: 중국 정부는 폐배터리 재활용산업을 통해 첫째, 對EU 수출 및 투자와의 연계 효과, 둘째, 미국의 對중국 공급망 봉쇄에의 대비와 핵심자원의 대외의존도 감소 효과이다. 셋째, 폐배터리 재활용 전문기업의 집중적인 육성을 통해 다양한 비즈니스 모델을 탐색하고 기업의 ESG 경영을 강화함으로써 중국 기업의 글로벌 경쟁력 제고와 연계 등 무역·경제적 효과를 창출하고자 노력 중이다. 이에 한국 정부 또는 기업은 첫째, 조속한 관련 정책 또는 제도의 도입 필요성, 둘째, 적극적인 모니터링, 연구, 벤치마킹 등을 통한 한국기업의 수출시장 개척 지원, 셋째, 중국, EU 등과의 적극적인 프로젝트 협력 등을 모색할 필요가 있다. 독창성/가치: 본 연구는 최근 EU와 함께 가장 적극적으로 대비하고 있는 중국의 EV 폐배터리 재활용산업발전과 관련하여 최근 도입한 정책, 제도 등에 따른 무역·경제적 효과 및 의미를 순환경제적 측면에서 평가하고 해석했다. 이는 향후 한국기업의 새로운 수출시장 개척과 대외경쟁력 제고를 위한 기초 연구로서 충분히 의미가 있다.

영문 초록

Purpose: After examining the current status and prospects of China's EV waste battery market, we would like to focus on the significant policies and systems related to the waste battery recycling industry of China's central and local governments. The primary purpose of this study is to analyze the trade and economic implications contained in China's EV waste battery recycling industry policy. In addition, we would like to closely examine the case of China, which is making the EV waste battery treatment problem an industrial policy, to explore its impact on Korea. Composition/Logic: Regarding the circular economy, which has recently attracted attention along with ESG management, the Chinese government actively promoted the policy and system of the waste battery recycling industry, which were announced one after another and were discussed as the main targets. Chapter 2 discusses the global waste battery market and China in terms of circular economy, and Chapter 3 presents the Chinese waste battery recycling industry policy at the central and local government levels. Chapter 4 analyzes the trade and economic effects, and implications of China's waste battery recycling industry policy. Chapter 5 presents the implications of China's waste battery recycling industry for Korea, dividing it into government and corporate aspects. Findings: Through the waste battery recycling industry, the Chinese government can link exports and investment to the EU, prepare for the U.S. supply chain blockade to China, and reduce external dependence on key resources. Additionally, we are trying to create trade and economic effects, such as enhancing Chinese companies' global competitiveness and linking them, by exploring various business models and strengthening companies' ESG management through the intensive fostering of waste battery recycling companies. Accordingly, the Korean government or company needs to seek, first, the need to introduce related policies or systems as soon as possible; second, support Korean companies' export market development through active monitoring, research, and benchmarking; and third, active project cooperation with China and the EU. Originality/Value: This study evaluates and interprets the trade and economic effects, and implications of recently introduced policies and systems for developing of China's EV waste battery recycling industry, which is most actively preparing like the EU. This is sufficiently meaningful as an essential study for Korean companies to explore new export markets and enhance external competitiveness in the future.
