국세청 연말정산간소화서비스, 만족도 및 성과에 관한 연구

국문 초록

국세청은 효율적인 국세행정 운영과 납세자의 편의를 높이기 위해 연말정산과 관련된 정보를 인터넷에서 확인할 수 있도록 2006년 귀속 소득신고 분부터 연말정산간소화서비스를 제공하고 있다. 본 연구는 국세청의 연말정산 서비스방식 변경에 대한 찬반 여부와 서비스품질(신고내용의 오류 유형적 측면)을 측정하고, 서비스품질이 만족도(전반적 만족도, 이용, 추천)에 미치는 영향을 파악하고자 하였다. 또한, 이러한 만족도가 궁극적으로 연말정산 서비스의 성과(납세자신뢰도, 납세순응)에 어떠한 영향을 미치는지를 분석하였다. 이를 통해 조세 관련 행정서비스분야의 서비스품질에 대한 만족도가 조세정책에 대한 불확실성을 감소시킴으로써 연말정산 서비스의 성과에 영향을 미칠 수 있는지를 파악하고자 하였다. 우선 국세청의 연말정산 서비스방식 변경에 대한 자료 수집을 위해 근로소득자와 세무대리인사무실 근무자를 대상으로 찬성·반대 여부를 조사한 후, 찬성자에게는 서비스품질, 만족도 및 성과에 대하여 평가할 수 있도록 설문조사를 시행하였으며, 반대자에게는 찬성하지 않는 이유를 기술하도록 하였다. 본 연구의 분석결과는 다음과 같다. 첫째, 국세청의 연말정산 서비스방식 변경에 찬성자는 61.4%, 반대자는 38.3% 등으로 나타났다. 둘째, 연말정산 서비스방식 변경에 대한 신고내용의 오류 유형적 측면에서 ‘소득기준 초과 부양가족 공제의 확인 가능성’ 및 ‘교육비 등 중복공제의 확인 가능성’에 대한 서비스품질이 만족도에 유의한 영향을 미치는 것으로 나타났다. 셋째, 이러한 만족도가 연말정산 서비스의 성과를 증가시키는 것으로 나타났다. 이상의 분석결과는 국세청의 연말정산 서비스방식 변경에 대한 각 서비스품질이 만족도에 유의한 영향을 미칠 수 있음을 의미하며, 동시에 이러한 만족도의 개선은 궁극적으로 연말정산 서비스의 성과에도 긍정적인 영향을 미칠 수 있음을 보여주고 있다 . 따라서 국세청의 연말정산 서비스방식 변경에 대한 서비스품질의 개선을 통한 만족도의 향상을 통해 과세당국의 궁극적인 목적인 납세자신뢰도를 개선하고 성실납세, 조세회피방지 및 납세자수용성과 같은 납세순응행위를 유도하려는 정책적 노력이 필요함을 시사해 주고 있다.

영문 초록

The Korea National Tax Service(NTS) has been enforcing simplification services for the year － end tax adjustment(simplification services) through Internet in 2006 for the tax administration and convenience of taxpayers. This study is aimed to investigate pros and cons of changing for the year-end tax adjustment, the relation among the satisfaction level of the taxpayers with the services provided by the Korea National Tax Service year － end tax adjustment, and the relation among the performance with the satisfaction level of the taxpayers. We can expect that the services quality to changing for the year － end tax adjustment of Korea National Tax Service will reduce the uncertainty in the taxation policy and increase the performance(reliability and compliance of the taxpayers). For the study purpose, the data was collected through questionnaire survey of the wage earners, the staff and the accountants of Korean tax preparation offices who recorded pros and cons of changing for the year-end tax adjustment. Empirical findings are summarized as follows; First, the final sample size was pros(61.4%) and cons(38.3%) to changing for the year-end tax adjustment. Second, the results of the data has been analyzed pros of changing for the year-end tax adjustment, with respect to the error tangible for the contents of the tax report. It has been effecting to the satisfaction for the services such as check potential for the deductions of dependents to exceeding the income standards and check potential for the deductions of duplicate the education costs . Third, this satisfaction was found to increase the performance of the year-end tax adjustment. These results suggest that the improvement of service satisfaction level in pros(Changing Services) may induce the compliance and reliability of the taxpayers. Therefore, it is necessary for tax policy makers to pay attention to improve the improvement of service satisfaction level in pros(Changing Services) to enhance the reliability and compliance of the taxpayers.
