종교단체의 회계투명성에 관한 연구

국문 초록

본 연구에서는 종교단체 종사자 및 신자들을 대상으로 한 설문조사결과에 기초하여 종교단체의 회계정보공개투명성 현주소를 파악하고 투명성 개선을 위한 대안을 제시하고자 한다. 이러한 목적을 달성하기 위해 본 연구에서는 종교기관(기독교, 가톨릭, 불교) 종사자 및 신도 208명을 대상으로 설문조사를 실시하였다. 주요 연구결과를 요약하면 다음과 같다. 첫째, 응답자의 대부분이 해당 종교단체의 헌금(교부금, 후원금 등) 등 재정정보를 정기적으로 제공하고/받고 있는 것으로 나타났다. 제공되는 정보는 주로 “헌금수입”과 “월별수지” 정보로 나타났다. 둘째, 종교신자의 해당 종교기관의 재정운영 정보공시 및 재정관리제도에 대한 의견조사결과, 전반적으로 재정의사결정은 합리적으로 이루어지고 있으며, 자금운영이나 관리가 효과적이라는 데에 높은 응답을 보였다. 한편, 재정운영 정보공시 및 관리제도에 대한 종교기관별 응답차이를 분석한 결과, 전반적으로 기독교와 가톨릭의 응답점수가 상대적으로 더 긍정적으로 나타났다. 셋째, 종교 신자의 해당 종교기관의 투명성 및 신뢰성 제고 관련 의견조사결과, 전반적으로 재정운영 투명성은 높으며 투명성이 점차 개선되고 있다는 데에 긍정적인 의견을 보였다. 그럼에도 불구하고 종교단체의 투명성과 신뢰성 개선을 위해 성직자 과세, 정보공개 의무강화 등 제도적 개선의 필요성에 긍정적인 응답을 나타냈다. 한편 종교단체별 응답의 차이분석결과 회계투명성과 관련된 조사항목에서 가톨릭 신자가 대체적으로 높은 인식점수를 보여 제도적 개선 및 자발적인 노력에 대한 적극적인 입장을 나타냈다. 마지막으로, 기독교 신자를 대상으로 한 추가분석에서 성직수행자 및 행정담당자와 일반신자 간에 설문응답의 차이가 있는지를 확인한 결과, 두 집단 간에 유의한 차이를 발견하였다. 특히 재정정보의 작성 및 감사, 정보공개의무강화 등에 대하여 성직 및 행정담당자에 비해 일반신자가 적극적인 지지를 보였다. 본 연구의 결과에 의하면 종교단체의 신자들이 성직자에 비해 정보공개 등 투명성 제고에 대한 기대수준이 높은 것으로 나타났다. 이러한 기대의 차이를 개선하기 위해서는 종교단체의 지도자가 적극적인 투명성 제고노력을 할 필요성이 있다. 또한 종교단체의 감독기관인 교단, 사제단 및 종단에 대한 정보공개의 의무화와 이를 위한 회계기준의 제정 및 교육이 필요하다.

영문 초록

This study examines self-evaluation of people over accounting transparency around religious organizations based on survey data. In particular, we collected data from 208 people who are clerics, financial managers in religious organizations, and believers of catholic and protestant churches and buddhist temples. Based on our analyses, we provide insights on how to improve accounting transparency and recover credibility of those organizations. The results of our study summarizes as follows: First, most respondents indicate that they have access to financial information from their organizations on a regular basis. Most information they are provided is cash income and expenses on a monthly basis. Second, most people answer that financial management has generally been managed in a reasonable and effective manner. In addition, respondents of protestant and catholic churches provide relatively more positive opinions. Third, believers generally agree that accounting transparency has been improved. However, they also indicate that taxing people in religious organizations and enhancing disclosure requirements are important to improve their accounting transparency. Catholic believers tend to express a greater willingness in improving accounting transparency over their churches than people in other religions. Finally, believers in protestant churches express different opinions than pastors in terms of effectiveness of accounting systems, auditing, and improvement of accounting transparency. In conclusion, believers of religious organizations show higher expectations over improvement of accounting transparency and disclosures of financial information. In order to meet the expectations, leaders of religious organizations need to exert more proactive efforts in improving accounting transparency. Religious regulatory bodies also set their accounting standards, educate and require their members disclose more detailed accounting information.
