노동수급 자급률 측면의 마산, 창원, 진해 행정구역 통합 효과에 관한 연구

국문 초록

본 연구의 목적은 마산, 창원, 진해 간 노동수급 자급률을 분석하여 최근에 이루어지고 있는 행정구역통합의 노동시장 효과를 살펴보는 것이다. 이를 위해 본 연구는 산업ㆍ직업별고용구조 조사를 활용하여 거주지 주소와 직장 주소를 기초로 각 도시의 노동공급 자급비율과 노동수요 자급비율을 분석하여 단일노동시장권인지의 여부를 확인하는 한편, 행정구역통합 이후의 변화를 분석한다. 분석결과, 행정통합 이전 이들 세 도시는 단일노동시장으로 평가하기에 도시간 근로자의 유출입이 높은 것으로 나타났다. 반면 마산, 창원, 진해시 행정통합은 노동수요 자급비율과 노동공급 자급비율을 모두 상향시킴으로써 이들 지역을 단일노동시장권화 시키며, 도시의 성격도 노동지역으로 변화되는 것으로 밝혀졌다. 또한 지역노동시장 활성화 측면에서는 상대적으로 일자리 수가 많고, 근로자 유입률이 높은 창원시를 중심으로 한 행정구역의 통합이 각 도시간 시너지를 확대할 것으로 분석되었다. 이러한 결과는 향후 행정구역통합에 있어서 대상지역의 시장특성과 관련한 중요한 시사점을 제시하며, 행정구역통합의 차선책으로서 표준도시통계권의 도입 필요성도 제기한다.

영문 초록

The purpose of this study is to evaluate the effect of recent provincial integration in the aspect of labor market. Based on the concept of travel-to-work area, the study used Occupational Employment Survey to calculate self-containment rate of labor demand and supply before and after the integration of the targeted provinces. Before the integration each targeted city seems to have lower rate of self-containment with over inflow or outflow of workers, whereas the provincial integration made the rate of self-containment larger. These results suggest that the regions were an ex-ante travel-to-work area and thus the integration would make the labor market more efficient. In addition, our result implies that the integration would be more effective when Changwon, a city with relatively more jobs, takes the lead in the new spatial policy. Finally, as the second best option, introducing SMSA would be beneficial to evaluate the effectiveness of current provincial system and the effect of provincial integration.
