개인정보보호 수준진단 지표의 중요도에 대한 AHP 및 비모수 검정 연구

국문 초록

본 연구에서는 공공기관의 개인정보보호 수준진단을 위해 2008년 개발된 18대 진단지표를 AHP(Analytic Hierarchy Process) 방법으로 각 진단지표의 가중치를 결정한 후, 가중치에 대한 중요도 해석을 비모수적 방법으로 해석하는 것을 다루었다. 18개의 지표는 (1) 개인정보보호 기반 (2) 처리단계별 개인정보관리 (3) 개인정보 침해대응이라는 3개의 대분류 지표로 분류된다. 비모수 검정 결과 정보보호 수준진단에 대한 3대 대분류 지표의 중요도는 사후적으로 개인정보보호기반, 개인정보침해대응, 개인정보관리 순으로 결정됨을 볼 수 있었다. 특히, 개인정보보호 기반에서는 개인정보처리 조직 및 인력확충 지표가 가장 중요하며, 개인정보침해대응에서는 개인정보 노출방지대책에 대한 적정성 확보가 매우 중요하다고 판단되었다. 본 연구는 하위지표의 AHP 가중치에 대한 상위개념 중요도 해석에서 비모수적 방법을 사용할 수 있음에 의의를 둔다.

영문 초록

A process of deriving the importance (weights) of the developed indicators is required in order to apply the personal information level protection diagnosis program for public agencies. The pre-developed diagnosis indicators are consisted of 18 indicators which are sub-categorized under (1) personal information security base, (2) personal information management by processing phase, and (3) measures against personal information violation. In this paper, the study proposed a non-parametric verification method in order to interpret the importance of the major classification indicators with respect to the AHP weights. The result of non-parametric verification suggested that the order of the three key indicators for diagnosing information security levels is in the order of personal information security base, personal information management by processing phase, and personal information management. Further, it showed that the personal information processing organization and personnel capacity expansion indicators were most important for personal information security base and that securing the appropriateness of the personal information leak prevention policy was most important for measures against personal information violation. This study stresses the significance of using a non-parametric method for interpreting the importance of the upper level indicators for the final AHP weights
