도심재생을 위한 정비계획의 특성과 전략 : 보스톤 사례

국문 초록

보스톤에서는 중심간선터널공사인 빅딕(Big Dig, 대규모 땅파기)이라는 엄청난 도시재개발이 진행되었다. 본 연구에서는 보스톤 빅딕사업이 과연 무엇이며, 왜 그렇게 세계의 주목을 받고 있는가, 어떠한 전략적 특성과 내용을 가지고 있는가, 현재 한국의 대도시에서 이루어지는 도심고가 철거 및 도심 재건 작업에 벤치마킹의 대상으로서 유효한 이슈는 무엇이 될 수 있는가 등이다. 본 연구는 세계적인 성공모델로 평가받고 있는 미국 보스톤의 도심 재생 메가프로젝트인 Big Dig의 사례연구를 통해 그 특성과 전략을 다각적인 측면에서 분석하고 우리나라 도심 재정비에 있어서의 교훈과 시사점을 도출하는데 연구의 목적을 둔다.

영문 초록

The purpose of this study is to identify the characteristics and strategy of urban center renewal project, Big Dig in Boston, USA. Big Dig is famous for successful CA/T(Central Artery/Tunnel Project) as object of benchmarking and successful model case for urban center renewal. This study consists of following three parts. The first part of this study reviews general understanding of Boston Area and Big Dig project. In the second part, it would be analysed the characteristics and strategy in the focus of policy, project process and planning contents. The last one evaluates the results of case study and then suggests some improvements for urban space renewal in Korea. The major points and conclusions of this study are as follows; (1) long-time discrimination for the future and enough period for planning and design (2) city-wide urban development policies and broader consensus in systemized participation structure in planning process by tripartite group (3) citizen s understanding, support and participation in spite of long year construction and civil life inconvenience (4) policy conversion from vehicle- oriented to pedestrian-oriented one (5) establishing network system in environmental friendly elements
