고령친화도시를 위한 공공시설물 국내·외 현황분석 연구

국문 초록

본 연구는 보행약자 중 고령층에 중점을 두고 인천시내 노인보호구역을 중심으로 보행환경에 영향을 주는 공공시설물에 대한 실태조사를 비교ㆍ분석함으로써 인천시내 공공시설물 디자인의 개선방안의 필요성을 제시하는 것을 목적으로 한다. 인천광역시 내 계양구, 미추홀구, 부평구 소재 노인의 이용 빈도가 높은 노인보호구역을 중심으로, 인천시 노인보호구역 내 시설로 지정된 노인종합복지회관 76개소 중에 계양구, 미추홀구, 부평구 3개소 자치구에 있는 노인복지회관을 대상으로 연구조사를 실시하였다. 인천시 노인보호구역에 보행환경을 구성하는 요소 중 공공시설물과 공공시각매체로 나누고, 공공시설물을 구성하는 요소로서 가로등, 버스 승차대, 자전거 보관대, 펜스, 볼라드, 벤치와 공공시각매체인 버스정류장표지판과 노인보호구역 표지판에 대해 조사·분석하였다. 인천시 3개 노인보호구역 대상지의 현황조사 결과, 고령층을 배려한 시설물로 인식하기엔 다소 어려움이 있으며, 보행 시에 불편함을 줄 수 있었으며, 도로와 보행로의 폭이 협소하여 고령자들이 보행하기가 쉽지 않은 지역 등으로 조사되었다. 향후 공공 환경에 있어서 고령자를 배려한 보행환경을 만들어 감으로써 고령자만의 안전과 행복을 보장할 뿐만 아니라 모두를 만족하는 공공 환경을 만들어 나가는 것으로 인식해야 한다. 따라서 인천시가 고령친화도시로 나아가기 위해 노인보호구역 내 보행환경을 중심으로 가로시설물의 현황을 파악하여 인천시 고령친화 도시디자인의 기본 방향에 대한 기초자료로서 활용되기를 기대한다.

영문 초록

The purpose of this study is to present the need for improvement of the design of public facilities in Incheon by comparing and analyzing the actual conditions of public facilities that affect the pedestrian environment, focusing on the elderly protection zones in Incheon. A research was conducted on senior welfare centers in three autonomous districts of Gyeyang-gu, Michuhol-gu, and Bupyeong-gu in Incheon Metropolitan City, among 76 general welfare centers designated as facilities in Incheon s senior citizens protection zones, including Gyeyang-gu, Michuhol-gu and Bupyeong-gu. Among the cows that make up the pedestrian environment in Incheon City s senior citizens protection zone, public facilities and public visual media were divided into public facilities, and streetlights, bus carriages, bicycle racks, fences, bollards, benches, public visual media, bus stop signs, and signs of senior citizens protection zones were investigated and analyzed. According to a survey on the status of the three senior citizens protection zones in Incheon, it was found that it was somewhat difficult to recognize them as facilities for the elderly, could cause inconvenience when walking, and that the width of roads and walkways was narrow, making it difficult for the elderly to walk. In the future, it should be recognized as creating a public environment that not only guarantees the safety and happiness of the elderly but also satisfies everyone by creating a walking environment that cares for the elderly. Therefore, it is hoped that Incheon City will identify the current status of street facilities in the elderly protection zone and use them as basic data on the basic direction of the Incheon city s elderly-friendly urban design in order to move toward an aged-friendly city.
