국문 초록

본 연구는 정부의 중소기업 기술혁신지원사업이 고용에 미치는 효과를 평가하는 것을 목적으로 한다. 그간 중소기업 기술혁신지원사업이 기업의 경영성과에 어떠한 영향을 미쳤는지에 관련한 연구는 일부 존재했으나, 정부의 지원근거가 사회적 한계수익률을 높이기 위한다는 시각에서 볼 때, 정부지원의 효과를 사기업의 경영성과 개선만을 통해 살펴보는 것은 다소 문제가 있다고 하겠다. 정부의 기술혁신지원을 받은 기업과 그렇지 않은 기업 간의 성과격차를 평가하기 위해 본 연구에서는 성향점수매칭법(PSM)을 통해 성향점수가 유사한 기업을 참여집단과 비교집단으로 나눈 후 이들 기업의 고용량 변화 추이를 살펴보았다. 다만 정책평가의 효과성을 면밀히 분석하기 위한 방안으로 본 연구에서는 1-to-1 매칭법을 통해 기업규모, 업종, 그리고 지역이 동일한 그룹을 먼저 선별한 이후 PSM을 활용하여 성향점수가 동일한 대상만을 분석대상으로 하였다. 1-to-1 매칭과 PSM을 동시에 활용한 것은 비교집단을 정교하게 추출하기 위함이다. 참여집단과 비교집단의 분석결과, 정부의 기술혁신지원을 받은 기업은 그렇지 않은 기업에 비해 고용량이 상대적으로 많았으며, 시간이 지남에 따라 참여집단의 고용량은 점진적으로 확대되는 것으로 나타났다.

영문 초록

The purpose of this study is to evaluate the employment effect of R&D subsidies for small and medium-sized enterprises (SMEs) in Korea. There has been plenty of studies that evaluate government R&D programs. However, such studies mostly focused on impacts of the program to firms’ financial performances rather than impacts on its social welfare. Under the notion that the government subsidies can be offered only when the subsidies boost social welfare, the previous literature seems miscalculate the real effect of R&D subsidies. In order to evaluate the government R&D subsidies, this paper looks into whether the subsidies increase employment using propensity score matching (PSM) and difference in differences (DID) analysis. Prior to apply PSM, this paper also applied 1-to-1 matching technique for the accuracy of policy evaluation. It is found that 1-to-1 matching extracts the comparison groups with similar distribution of the treatment group. Our results show that the subsidized firms hired more workers than its counterparts. In addition, the employment effect has been even larger over time. These findings support that the government subsidies of R&D for SMEs would have positive external effects on societies.
