국문 초록

본 연구는 “가계동향조사”에서 1인 가구 통계가 공식적으로 발표된 2006년 이후 자료를 이용하여 소득계층별 소득과 소비의 관계를 분석하였다. 먼저 우리나라의 소득계층별 한계소비성향을 추계하였고 이를 위해 단기소비함수를 추정하였다. 다음으로 확산효과지수를 이용하여 저소득층, 중산층, 고소득층의 소득과 소비의 변화가 서로 어떻게 연계되어 있는지 살펴보았다. 본 연구의 분석 결과를 한계소비성향과 확산효과지수 측면에서 종합하면 다음과 같다. 한계소비성향의 경우, 저소득층의 한계소비성향이 고소득층보다 높지만 분기별 한계소비성향은 점차 하락하고 있다. 특히, 고소득층의 한계소비성향이 저소득층의 절반에도 미치지 못하였다. 분기 전체의 한계소비성향 변동성은 낮은 반면 소득 분위별 변동성은 큰 것으로 나타났다. 이어서 확산효과지수 추정을 통하여 고소득층에서 저소득층으로 직접 이어지는 연계관계가 크지 않다는 것을 발견하였다. 반면, 중산층이 다른 소득계층에 가지는 확산효과는 큰 것으로 나타나 저소득층을 대상으로 하는 정책의 효과를 높이기 위해서는 저소득층 뿐 만 아니라 중산층도 함께 고려하는 것이 필요하다.

영문 초록

This study analyzes the relationship between income and consumption by income quintile using the “household income and expenditure survey” since 2006 when the statistics of one-person household were officially announced. First, we estimate the marginal consumption propensity of each income group in Korea using the short-run consumption function. Next, we examine how the changes in income and consumption of low-, middle-, and high-income classes are related to each other by using the spillover index. The results of this research are summarized in terms of marginal propensity to consume and spillover index. Marginal propensity to consume of low income class is higher than that of high income class, but quarterly marginal propensity to consume is gradually falling. In particular, the marginal propensity to consume of the high-income class is less than half of that of the low income class. The volatility of the overall marginal propensity to consume is low while the volatility of each income class is large. Then we found that the linkage between high and low income class is not significant. On the other hand, the spillover effect of the middle income class is large, and it is necessary to consider not only the low income class but also the middle class to increase the effects of the policy for the low income class.
