영문 초록

The key question in this study is “Who has become a homeowner through the process?” Opportunity to receive pre-sale an apartment in the allocation principles in the apartment pre-sale system proposed by the government were distributed to a wider layer. The government intended to respond equitably and sequentially to excess demand occurred by the allocation principles of government. However, individual households make a choice to maximize their utility in the process of using the apartment sale system. Accordingly, some had the opportunity to win the sale according to the principle of distribution proposed by the government, but others had to be able to pay the premium plus the price formed according to the government s allocation principle. In other words, within the apartment sale system proposed by the government, the individual households acquired the opportunity to win the apartment sale according to the market principle.
