공동주택 공용사용료의 영향요인에 관한 연구

국문 초록

공용사용료는 공동주택단지 내에 설치된 여러 시설, 설비의 정상적인 기능의 작동 등을 위한 유틸리티(utility) 사용료(공용전기료, 공용수도료, 공용가스사용료, 공용난방비, 공용급탕비 등)를 의미한다. 이러한 점에서 공용관리비의 성격을 지니고 있음에도 개별사용료에 포함되어 부과ㆍ징수되고 있어 관리비에 대한 관심에 비해 주목을 받지 못하고 있다. 이에 본 연구에서는 공동주택 관리정보시스템의 자료를 사용하여 2012년부터 2017년까지의 총 83,219개 공동주택단지를 표본으로 공용사용료 결정모형을 추정하였다. 본 연구를 통해 나타난 주요 연구결과는 다음과 같다. 첫째, 본 연구를 통해 공동주택의 단지특성이 공용사용료에 미치는 영향을 확인할 수 있었다. 특히, 난방방식이 무엇인가에 따라 부담비용의 절감에 기여하는 것으로 나타났다. 둘째, 본 연구는 관리특성으로 전기공급 계약방식이 공용사용료에 유의적인 영향을 미친다는 것을 보여주고 있다. 종합계약을 채용한 경우, 비용 효율성이 있는 것으로 분석되었다. 셋째, 본 연구는 시설 및 설비특성이 공용사용료에 유의적인 영향을 미친다는 것을 보여주고 있다. 급수방식으로 부스터펌프를 채용하고 있는 공동주택단지의 공용사용료가 약 11.74% 낮게 나타난 것은 주목할 만한 연구결과이다.

영문 초록

The common area usage fee means the utility fee for the operation of the normal functions of the facilities and equipments installed in the apartment complex. The common area usage fee is included in the individual usage fee, so it is not attracted attention compared to the interest in the management fee. Nevertheless, it is certain to increase the cost burden of apartment house owners. In this study, we use K-apt data to estimate the common area usage fee model from a total of 83,219 apartment complexes from 2012 to 2017 as a sample. The main results of this study are as follows. First, this study has confirmed the effect of the characteristics of apartment complex on the common area usage fee. Especially, it is found that the heating method contributes to the reduction of the burden cost. Second, this study shows that the contract type of electricity supply has a significant effect on the common area usage fee. It is analyzed that it is cost effective when the electricity supply is adopted as a total type. Third, this study shows that the characteristics of facilities and equipment have a significant effect on the common area usage fee. It is noteworthy that the common area usage fee of the apartment complex adopting the booster pump by the water supply method was about 11.74% lower.
