국문 초록

본 연구는 단계별로 갈등현황을 파악하고 독립적인 관점에서 단계별 갈등관리접근법을 적용하였다. 갈등현황은 분쟁현황판(dispute situation board)을 통해 파악했으며, 이를 토대로 Mcgregor의 갈등관리접근법을 적용하여 단계별 갈등관리접근법을 제시하고 있다. 갈등대면단계에서는 주민참여의 결여가 갈등의 원인으로 작용하였으며, 이에 대한 표면적 문제는 절차적 행정 처리의 미흡으로 나타났다. 갈등관리접근법에 있어서는 사업초기 주민 참여 및 행정 처리의 투명화가 요구되고 있다. 갈등상승국면단계에서는 조정의 미흡, 주민참여의 미개선, 환경에 대한관심증대, 갈등이 상승대면서 발생하는 감정적 대립이 원인으로 나타났다. 갈등관리접근법은 감정적 대립을 야기하는 부수적인 쟁점증가 방지, 영향력 있는 주민참여기회 확대, 광역화장장에 대한 정확한 지식 및 정보제공이 제시되고 있다. 갈등 심화 및 확대단계에서는 갈등의 원인이 대부분 작용하고 있으며, 행정제도에 대한 무분별한 활용, 체계적이지 못한 제도적 틀 마련이 핵심으로 나타나고 있다. 관리접근법에서는 제도의 적용과 변화에 대한 정확한 설명 및 홍보, 법제도의 무분별한 사용으로 인한 갈등의 악영향에 대한 교육 등이 제시되었다. 갈등 전환 및 종결단계에서는 정책 및 사업주체집단의 상황변화에 대한 책임성부족을 원인으로 관리접근법으로는 갈등후유증을 예상한 정책 및 사업주체의 책임성 있는 마무리가 제시되었다.

영문 초록

This research aims to find out step-by-step conflict situations and apply conflict management approaches of each step from independent point of view. To this end, conflicts were examined through dispute situation board and Mcgregor s conflict management approach was applied based on the analysis results, ultimately suggesting step-by-step conflict management approaches. In the phase of conflict confrontation, lack of residents participation caused conflicts and superficial problems were not handled effectively with procedural administration. The conflict management approach requires transparency of residents participation in the early stage of business and administration handling. In the phase of conflict rise, poor adjustment, lack of residents participation, increasing interest in environment and emotional collision caused conflicts. The conflict management approach must prevent additional conflicts causing emotional collision, expand powerful residents participation and provide accurate knowledge and information about metropolitan crematory In the phase of conflict increase and expansion, most of the conflict causes, in particular, inappropriate use of administration systems and establishment of non-systematic framework caused conflicts. The conflict management approach suggests accurate explanation and promotion regarding application and changes of systems and training about negative impacts of conflicts caused by abuse of legal systems. In the phase of conflict conversion and completion, situation changes in policies and business entities caused lack of responsibility, leading to conflicts. The conflict management approach suggests responsible completion of business entities and appropriate policies predicting after-effects of conflicts.
