국문 초록

주택재개발사업은 대체로 많은 세입자가 거주하고 있는 지역이며 사업진행과정에 세입자 이주문제는 조합과의 마찰로 사업의 지연은 물론 비용의 증가로 이어지고 있으며 심지어는 사회문제로도 대두되고 있다. 따라서 본 연구에서는 주택재개발사업구역에 거주하는 주거세입자를 대상으로 주택재개발사업이 무엇인지, 세입자 대책은 알고 있는지 실증분석하였다. 그 결과 대부분의 세입자가 세입자 대책 내용을 알지 못하고 있어 사전에 주거세입자에게 세입자의 법적보장권리가 어떤 것이 있는지 충분한 홍보와 교육이 필요하다. 그리고 세입자 대부분은 재 입주 시 임차보증금 문제와 관리비 문제가 가장 큰 고민으로 나타났다. 따라서 이들에 대한 정부의 장기저리 융자제도가 꼭 필요하다. 뿐만 아니라 주택재개발사업완료 후 토지등소유자나 세입자 모두 함께 거주해야 한다는 의견이 모든 면에서 상당수임을 알 수 있었다. 이는 주거세입자가 충분히 입주할 수 있는 임대아파트 공급이 필요하다는 것이며 세입자에게도 일반분양아파트의 우선분양권을 주는 문제도 향후 연구할 필요가 있다.

영문 초록

The housing redevelopment project is made in the district generally inhabited by many tenants of the improvement project. The tenant migration problem in the process of project execution not only leads to the increase in costs as well as the delay of the project due to the friction with the association but also comes to a forefront as a social problem. Accordingly, it is necessary to provide the tenants resident in the housing redevelopment project district with sufficient PR and education as to what the housing redevelopment project is. And it is necessary to notify them of the breakdown of residential migration payments stipulated by Seoul Government beforehand or provide them with PR and education. And it is necessary to provide them with sufficient PR and education as to what their legally safeguarded rights are. And it was found that most of the tenants thought of such problems as the deposit for lease and maintenance costs as the biggest source of trouble at the time of reoccupancy. Accordingly, government needs to offer them long-term low-interest loans. In addition, it was found that in all respects a considerable number of landowners and tenants had the opinion that they ought to reside together in the housing redevelopment project district after the completion of the redevelopment project. This implies that it is necessary to supply the rental apartments that tenants can occupy at the affordable rent. There is a need to study the problem of providing tenants with the preferential ownership of the general lot-solid apartments in the future.
