환경정의의 실현과 관련된 기후기술 협력 사례 연구

국문 초록

본 연구는 국제환경권의 역사 속에서 정립되어 온 인권의 발전사항을 정리하고, 환경정의의 관점도 정리하였다. 이를 통해 환경권이 가진 독자적 인권성을 항상 염두에 두어야 하며, 환경권의 보장은 환경정의로 연결된다는 것을 인지했다. 환경권의 범위는 넓혀져 왔고, 이는 환경정의의 범위도 조금 더 넓게 볼 수 있게 한다. 기후기술의 문제를 단순한 환경문제 극복의 수단을 볼 것이 아니라, 인권의 문제이자 생존의 문제로 접근할 때 환경정 의를 실현할 수 있는 대안을 제공할 수 있는 것이다. 다음으로, 중소벤처기업부가 추진하는 환경정의 증진의 구체적 정책사 례들을 발굴하였다. 이의 분석을 통해 정책입안 단계부터 환경정의를 고려한 설계가 필요함을 알 수 있었다. 또한 기후기술종합정보시스템은 국내외 기후기술 관련 정보를 체계적으로 수집하여 관련 기업과 기관에 동 시스템을 통해 제공하여 신기후체제를 대비하고 국내 기술개발 및 해외이전 활동을 촉진하는 목적으로 구축되었다. 이는 결국 소외계층의 환경권을 보장하 고, 환경정의를 이루는 역할을 할 수 있을 것이다. 마지막으로 GIZ의 기후 기술 협력사례를 검토해보았다. 이는 선진국이 개도국에 기후기술 이전을 하는 선진 사례에 속한다. 독일의 경우 이렇게 국가정책상 금융과 기술적 지원이 지속적이고 협력전담 부서 등에서 전문적인 기술이전 지원을 하고 있다. 선진국과 개도국의 기후기술 수준의 균형을 추구하며, 기후난민을 구제하여 환경정의를 이루는 구조로 평가할 수 있다.

영문 초록

This study summarizes the development of human rights that have been established in the history of international environmental rights and considered the points of environmental justice. Through this, we knew that the nature of independent human rights in environmental right and recognize that the guarantee of environmental right leads to environmental justice. The scope of environmental rights has been broadened, which makes the scope of environmental justice broader. It can provide an alternative to realize environmental justice when approaching the problem of climate technology as a matter of human rights and survival, rather than as a means of overcoming environmental problems. Next, we identified concrete policy cases of environmental justice promotion pursued by Ministry of SMEs and Startups. From the analysis, it is found that the policy design considering environment justice is needed from the policy making stage. In addition, the Climate Technology Information System was established to systematically collect information on domestic and overseas climate technology and provide it to related companies and organizations. This system was designed to promote domestic technology development and technology transfer activities. This will ultimately guarantee the environmental rights of the underprivileged and play a role in creating environmental justice. Finally, this paper reviewed GIZ s case on climate technology cooperation. This is an advanced case of developed countries moving climate technology to developing countries. In the case of Germany, financial and technical support is continuing in national policy, and the specialized departments for cooperation provide technology transfer. It can be evaluated as a structure that seeks to balance the climate technology levels between developed and developing countries. And it save climate refugees and establish environmental justice.
