임대형 민자사업 효과의 감소원인에 대한 사업외 지역의 조사 및 분석

국문 초록

BTL(Build-Transfer-Lease)방식에 의한 하수관로정비 사업이 2008년 이후 순차적으로 준공됨에 따라 사업효과가 가시적으로 발생하고 있지만, 사업효과가 감소되고 있는 지역도 있어 감소 원인에 대한 조사·분석 및 대책 제시가 요구되고 있다. 따라서 본 연구에서는 사업효과가 감소하고 있는 3개 지역을 선정하여 이를 대상으로 현장조사 및 운영 자료를 토대로 BTL 사업 내⋅외 지역에 대한 수질(BOD), 침입수/유입수(I/I) 조사를 실시하여 사업효과 감소 원인을 분석하였다. 수질을 조사한 결과, BTL사업 외 지역은 38.1~136.1 mg/L, BTL사업 지역(성과보증지점)은 14.0~171.8 mg/L이었다. 침입수의 경우, BTL사업 외 지역의 침입률은 3.6~76.2%, BTL사업 지역(성과보증지점)은 1.6~29.2%로 나타났다. 유입수의 경우, BTL사업 외 지역의 유입수량은 2.8~1,720.7 ㎥, BTL사업 지역(성과보증지점)은 0~2,124.0 ㎥이었고, BTL사업 외 지역의 비유입수량은 0.2~24 ㎥/mm로 나타났다. 본 연구를 통해 조사하고 분석한 결과를 보면, 사업외 지역의 하수관로 미정비, 배수설비 정비 불가 및 오접 등으로 인하여 다량의 하수가 사업내 지역으로 유입되어 영향을 미치는 것으로 조사되었다. 따라서 사업외 지역이 하수관로정비 사업의 효과 감소 원인에 큰 영향을 미치고 있는 것으로 분석되었다.

영문 초록

Sewer pipe improvement projects by build-transfer-lease (BTL) method were consecutively completed after 2008, and the effectiveness of the completed projects have been reported. However, certain areas with completed projects suffered from reduced effectiveness due to some factors. Therefore, the aim of this study is to investigate the factors that contributed to the reduction of project effectiveness. Three study areas which the effectiveness of the project was reducing were chosen for the cause analysis of the effectiveness reduction based on the investigation of biochemical oxygen demand (BOD) and infiltration/inflow (I/I) from inside and outside area of BTL project. The BOD and I/I were obtained from field investigation and operation data. The water quality investigation showed that the BOD outside the BTL project area was 38.1-136.1 mg/L; the BOD inside the project area (performance guarantee point) was 14.0-171.8 mg/L. The results of I/I investigation showed that the penetration rate of infiltration outside the BTL project area was 3.6-76.2% and the rate inside the project area (performance guarantee point) was 1.6-29.2%. Inflow volume outside the BTL project area was 2.8-1,720.7 m³ while the volume inside the project area (performance guarantee point) was 0-2,124.0 m³. Inflow rate per rainfall was 0.2-24 m³/mm outside the BTL project area and 0-16.8 m³/mm. In summary, the reduction in project effectiveness was mainly influenced by factors from outside the project area. Thus, we have to establish a systematic plan for maintenance and replacement of sewer systems through consistent investigation and analysis.
