국문 초록

정부청사는 전국에 걸쳐 다양한 형태로 건축되고 있으며, 수준 높은 통제가 요구되는 종합청사와 개방형청사인 지방청사로 구성되어 있다. 정부청사는 엄격한 출입통제가 요구되는 시설이지만 민원인의 자유로운 출입이 요구되는 시설이기도 하다. 본 연구는 정부청사 보안수준향상을 위한 방법의 하나로 청사의 위협과 취약성을 분석하고 이를 근거로 보안진단기준을 개발하는 것을 목적으로 한다. 보안진단기준은 보안진단을 위해 사용할 수 있는 기본도구로, 청사보안운영체계와 보안업무역량에 영향을 주는 요인을 도출하고, 이를 기준으로 5개 보안진단영역과 각 영역별 보안진단항목과 각 진단항목별 보안진단기준을 선정하였으며, 청사보안운영의 효율성과 지속성 유지에 필요한 수준으로 개발되었다.

영문 초록

Government office buildings are built in various forms nationwide, and they consist of general buildings that require a high level of security and local buildings that are more open facilities. Government office buildings are facilities where a combination of strict access control and citizen free access control is required. This study aims to develop security check standards for government office buildings as a method of improving the security level using an analysis of vulnerability. After examining the factors that affect the security operation systems and security capabilities, five categories and articles were set as the main security check categories. The security check standards were then developed according to the level that was necessary to maintain an efficient and persistent security level in government office buildings.
