국문 초록

전근대 동아시아에서 지식․문화의 교류는 사행을 통해 이루어져 왔으며, 조선은 중화 문물을 수용하고 일본[倭]의 문화를 회유한다는 사대 교린 정책을 실시하였다. 그러나 서구식 근대라는 우월이 들이닥치게 되면서 이러한 지식․문화 지형은 변화하게 되었다. 조선은 1876년 조일수 호조규를 계기로 만국공법 질서에 편입되었지만, 1, 2차 수신사는 여전히 교린체제 속에서 대일본 관계를 인식하였다. 하지만 1881년 조사시찰단 파견은 일본과 교유하기 위해서가 아니라 근대화된 일본을 ‘시찰’하고 ‘탐색’하기 위해 실행되었던 최초의 비공식 사절단으로, 이는 동아시아 지식 흐름의 역변을 상징하는 사건이라 할 수 있다. 일본의 시찰을 담당한 조사와 수행원들은 탐색한 정보를 조선으로 가져가기 위해 관련 서적의 한역본을 얻으려 동분서주하였는데, 그 구체적인 모습이 󰡔스에마츠 지로 필담록(末松二郞筆談錄)󰡕에 담겨져 있다. 한학자 스에마츠는 이상재, 이봉식, 조준영 등과 교류하면서 󰡔日本國內務 省各局規則󰡕, 󰡔日本國內務省職掌事務全附農商務省󰡕, 󰡔日本國農商務省各 局規則󰡕 등의 보고서 한역에 관여하였으며, 󰡔文部省(所轄目錄)󰡕의 일부를 번역했다. 그동안 시찰기류 보고서가 어떻게, 누구에 의해 작성되고 보고되었는지 정확히 밝혀지지 않았는데 일부나마 이 필담록을 통해 추정 가능해진 것이다. 이 필담록에는 스에마츠와 조선인들 사이에 정의(情誼)와 우정이 엿보이며, 이러한 우호적 관계는 곧 중화 문화의 상징인 한시 수창, 서화, 휘호 증정 등으로 드러난다. 그러나 실제 스에마츠를 비롯한 일본인들이 얻은 주요 정보의 근원은 한적(漢籍)이 아니라 당대의 최신 미디어인 신문이었으며, 조선인들은 왜문자로 쓰여진 정보들을 한역하여 가져가야 하는 낯선 상황에 놓여 있었다. 뿐만 아니라 ‘문명(文明)’과 같은 근대 한자어를 서로 달리 이해하는 장면 등을 통해 이 시기 일본에서 만연했던 동문(同文) 의식(즉, 아시아연대론)이 언제든 균열될 수 있는 허구였다는 점을 알 수 있다. 또한, 일본의 근대 문물을 시찰한다는 목적에도 불구하고 담당했던 분야 이외에는 무관심하거나 수동적이었던 시찰단원들의 태도는 조사시찰단 활동의 근본적 한계를 보여준다.

영문 초록

The interchange of knowledge and culture in premodern East Asia had been performed by sending envoys, and the cultural interchange of Chosun had been also carried out in this way under traditional policy, which meant embracing Chinese culture and conciliating Japanese culture, based upon a premise that the knowledge and cultural power of East Asia flows from the Chinese continent to the Japanese islands. This knowledge and cultural topography changed by modern period with Western civilization. Although Chosun had been incorporated into the International law(萬國公法) upon the Joseon-Japan Treaty in 1876, the first and second Susinsa still maintained relationship with Japan under the good-neighbor policy. In 1881, however, King Gojong voluntarily sent the inspection team unofficially, not for social intercourse, but for inspection and exploration of Japan, which represents the reversal of the cultural flow of East Asia. The Korean entourage were busy obtaining the books in Chinese version translated by Japanese containing Japanese information, and these specific situations were described in the “Written Conversations among Suematsu Jiro and Officials from Chosun”. Suematsu Jiro, the scholar of the Chinese literature, seems to have been involved in translation of inspection reports about the Departments of Interior, Agriculture, and Commence by interacting with Lee Sang-Jae, Lee Bong-Shik, and Cho Joon-Young et al. He also seems to have translated a part of Munbuseong Sohalmokrok. The writers or the exact process of inspection reports have been unclear, but we can assume them partly by written conversations. At this time, we can recognize the modern and premodern characteristics simultaneously from written conversations. Though the main source of information for the Japanese people had been changed to newspapers, Korean judged this situation negatively. Moreover, Japanese shouted for cultural enlightenment, but they still made an effort to gain the handwritings of Korean. In addition, the indifferent and passive attitude of Korean entourage toward other fields except those in charge demonstrates the limitation of the inspection team s activities.
