국문 초록

1. 연구목적 □ 성인지예산제도는 정부 재정운영에 성인지적 개념과 원리를 도입하여 국가의 성평등 수준을 제고하는데 목적이 있음. 따라서 아래와 같이 두 가지의 성격을 지님 ○ 정부의 주요 재정제도 ○ 성 불평등 문제에 대한 국가의 공적 대응 □ 이에 다양한 가치와 이익을 갖는 여러 행위자들이 제도 안에서 복잡한 상호관계를 이루고 있어, 이들 간의 갈등을 최소화하여 제도 운영 과정의 비효율성을 낮추는 것이 중요한 문제임 □ 이러한 점을 고려하여 현재 성인지예산제도는 전체 재정사업이 아닌, 일부 재정사업만을 대상으로 하고 있음 □ 제한된 규모 안에서 제도 도입의 목적을 달성하기 위해서는 적절한 대상사업을 선정하는 것이 매우 중요함 ○ 성인지예산제도가 실효성 있는 제도로 발전하기 위해서는 적절한 대상사업 선정, 공감대 확산, 성인지예·결산서 작성의 질 제고, 신뢰할 수 있는 성별 정보 산출, 이를 활용한 적절한 분석, 분석에 기반한 예산 변화의 순환구조로 변화되어야 함 ○ 이러한 선순환이 시작되는 출발점이 ‘적절한 대상사업 선정’임 □「양성평등기본법」 시행에 따라 성인지예산제도의 중요성이 더욱 부각되고 있으며, 제도의 내실화를 위해 대상사업을 중심으로 한 성별영향분석평가제도와의 연계가 추진되고 있는 현 시점에 대상사업의 문제는 반드시 개선되어야 할 중요한 과제임 2. 연구내용 및 방법 □ 연구내용 ○ 성인지예산 대상사업 운용실태 - 대상사업 선정기준 및 선정체계의 변화내용(2010～2017회계연도) - 대상사업 변동사항 및 변동사례(2010～2016회계연도) ○ 성인지예산 대상사업 문제점 - 선행연구에 기반한 문제점 - 운용실태에 기반한 문제점 ○ 성인지예산 대상사업 개선방안 - 단기적으로 이행 가능한 정책방안 제시 □ 연구방법 ○ 문헌연구: 각 연도별 성인지예산서, 작성지침 및 세부지침, 선행연구 등 ○ 대상사업(1,982개) DB 구축 및 내용분석 ○ 전문가 자문회의를 통한 의견수렴 3. 성인지예산 대상사업 운용실태 □ 성인지예산제도는 일반 예산과정안에 통합되어 운영되고 있으며, 성인지예산서는 정부 예산안의 첨부서류로, 성인지결산서는 결산보고서의 부속서류로 국회에 제출되고 있음. 따라서 성인지예산서 작성 시 준수해야 하는 각종 절차 및 기준, 작성양식 등은 ‘예산안 편성 및 기금운용계획안 작성지침’을 통해 확인할 수 있음 □ 대상사업 선정기준 ○ 2011회계연도 이후 ‘여성정책기본계획 추진사업’, ‘전년도 작성사업’, ‘기타 성별영향분석이 가능한 사업’의 구조로 유지되어 옴 ○ ‘기타 성별영향분석이 가능한 사업’의 하위 기준들은 지속적으로 변경됨 - 성별영향분석평가 추진사업 포함 - 국정과제 등 주요 사업을 선정하도록 변경 - 체크리스트를 통해 자발적인 대상사업 발굴을 유도 □ 대상사업 선정체계 ○ 대상사업 선정은 지침을 배포하고 성인지예산서를 작성하는 과정에서 주로 이루어지며, 국회 최종 제출 전 전체 대상사업에 대한 조정이 이루어짐 ○ 2014회계연도까지는 대상사업을 해당 부처에 기 통보하였으나 2015회계연도부터는 부처의 자발적 작성을 유도하기 위해 별도 통보하지 않음 ○ 대상사업 적합성 검토 - 2013회계연도부터 여성가족부를 중심으로 이루어짐 - 2014회계연도부터 3단계 협의체계가 구축되어 운영됨 - 대상사업 심의 과정에서 상설협의체의 역할이 점차 강화되고 있음 □ 대상사업 변동사항 ○ 작성부처 변동사항 - 대상사업 선정기준에 따라 작성부처가 변동됨 - 성인지예산서 작성에 있어 부처의 소극적 행태를 엿볼 수 있음 - 대상사업 수가 2개 이하로 적은 부처들에서 잦은 변동이 일어남 ○ 대상사업 수 변동사항 - 사업종료, 부처이관, 사업통?폐합 등이 주요 변동 요인임 - 대상사업 추가 및 제외에 있어 명확한 기준이 없음 □ 대상사업 변동사례 ○ 교육부 - 2014회계연도 조직개편으로 기존 교육과학기술부 사업이 미래창조과학부로 일부 이관되면서 대상사업 수가 감소함 ○ 문화체육관광부 - 비교적 계속 작성사업이 많은 편이나, 적극적인 대상사업 발굴은 없음

영문 초록

Gender budgeting has the objective of introducing gender sensitive concepts and principles to the management of the government budget in order to improve gender equality at the national level. Therefore, it has two aspects to it; its characteristic as ‘a major system of government finance’ and as ‘an official response at the national level to the gender inequality issue.’There are a large number of agents in this system all of whom have different values and benefit from it in different ways, who are interrelated in a complex manner. Thus, it is vital that the conflicts between them are minimized to reduce inefficiencies that occur in the management of the system. Taking this into consideration, under the current system of gender budgeting, only a portion of budgetary programs are selected as targeted programs. In order to achieve its initial objective within such a limited scope, selecting appropriate targeted programs is an incredibly important matter. However, while the issue of targeted programs was a key subject of discussion even before gender budgeting was introduced, regrettably we have yet to find common ground. What is the greatest obstacle to choosing suitable targeted programs and how will we decide on the policy direction?　This research paper analyzes the actual conditions of the management of the overall targeted programs, starting from Fiscal Year 2010 when this system was introduced up to Fiscal Year 2016, to accurately diagnose the problems related to targeted programs, then present policy measures. The results of an analysis based on precedent studies and the actual conditions of management reveal that there are problems related to targeted programs, which can be summarized into the following three. The first issue is about the selection criteria of targeted programs and the second about the selection system. The last issue is related to government officials low capacity for targeted programs. To improve these three issues, we suggest that we revamp the draft guidelines and detailed guidelines for gender budgeting and furthermore that we issue instructions about the ‘consultative body of gender budget and settlement-related departments’ in this research paper. It is possible to implement these policy measures in the short term. The starting point to improving the effectiveness of gender budgeting is to resolve the problem of targeted programs. This has become more of a pressing matter due to the enforcement of the ‘Framework Act on Gender Equality’ along with the connection to the gender impact assessment system. We look forward with keenest anticipation that the policy measures proposed in this research paper will be utilized in a useful manner.
