영문 초록

This paper analyzes the causes and measures that have been carried out up until now about the declining birthrate in Japan and provides our recommended counterplan. Currently in the world of the developed countries, except France, there has been a declining birthrate, and there have been a variety of countermeasures in each country to resolve this problem. In Japan, as part of the countermeasure to the declining birth rate shock of 1.577 in 1989, there have been many lectures in enforcing programs such as the Angel Plan. However, the declining birthrate in Japan still exists even after these 30 year attempts. It is inferred that this is because the government does not correctly identify the exact cause of the declining birth rate. In Japan, an increasing number of nuclear families have been formed due to the changes of society, leading to difficultiesin childcare, and it is necessary for the country to present the measures to support it. On the other hand, the most important issue today is to reform the employment system. Now that temporary employments have exceeded over 40% of the whole employment forms, a growing number of the population cannot even get married, let alone giving birth to a child. It is then questionable that the population will increase under these circumstances.
