영문 초록

The purpose of this study is to categorize and clear the rural village development system in Japan. Generally speaking, the category of rural village development system can be classified into four groups, and be determined by the location of the rural village. The location of rural village is understood as a zoning system in urban and rural area. The City Planning Act has been the general legislation covering urban area. This act designates city planning zone and urbanization control zone. In rural area, zoning system is operated under The Agricultural Promotion Area Act. This act designates agricultural land zone and other agricultural promotion area. Therefore, there is no general legislation that control development within rural settlement, although technical standards for individual buildings are decided by The Building Standard Act. In 1987, The Rural Settlement Planning Act was enacted. This is novel attempt to address village planning issue between urban planning and agricultural legislation. Namely, rural settlement planning system is established and applied in the fringe of urban area, but not in the whole rural area.
