This study investigates the economic effects of interregional labor movements on regional economies in Korea. The gains and losses for a regional economy are analyzed based on marginal product of labor, the slope of the marigal product of labor curve, and the corresponding size of labor movement. Contrary to the case of capital movement in which regions of both capital exporting and capital importing gain, labor movements result in a deterious effect on labor exporting region since a part of income of the labor exporting region is transferred to the labor importing region, and the incomes of workers who moved to a region are not returned to their home region. The results demonstrate that in 1998 Chonnam shows the highest marginal product of labor in manufacturing among the regions under examination. Chonbuk, Kyunggi, Kyungnam, Chungnam, and Chungbuk are placed next to Chonnam. On the other hand, Cheju shows the lowest marginal product of labor. Seoul, Pusan, and Kyungbuk are ranked next to Cheju. These aspects can be attributed to structural differences in industries located in each region. Chonnam, Chonbuk, and Kyunggi areas experience labor inflows from other regions due to their relatively high marginal product of labor. In particular, the immigrating workers into Kyunggi enjoy the highest increase in their incomes. Net income accrues to Chonnam the largest due to labor inflow. The size of increased net income for Chonbuk and Kyunggi follows Chonnam. Kyunggi enjoys larger amount of transferred income from the labor exporting regions than any other region. Kyungnam, Chonnam and Chonbuk are placed next to Kyunggi. Cheju, Seoul, Pusan, Kangwon and Chungbuk areas suffer from labor outflow because of their low marginal product of labor. The net income loss is the largest for Seoul among the regional economies. Pusan and Kyungbuk follow Seoul due to their low marginal product of labor and sizable amount of labor outflow. The policy implication derived from the study is simple. Each regional economy should increase productivitiy of labor to induce workers from the other regions, and specialize in an industry based on comparative advantage.
