영문 초록

The objectives of this study are to suggest a unit and a method of selecting the target areas for the rural developanent policy. This study also tries to find out an efficient way of implementing the ruoral development policy for the community unit by classifying and analyzing administrative districts. To do this, the scope of rural community was defined as the administrative district eup(town)-myons(township) in Chungnam Province except for tongs which was included in the urban category. The classification and characteristic analysis of communities were carried with eup-myons. The Factor Analysis, Cluster Analysis, One-way ANOVA, Z-score were used for the data analysis with SPSS. According to the above results, the following policy strategies can be suggested. 1) It is desirable that the target areas for the rural development are hierarchically selected with si-guns, eup-myons, legal ri(villages). 2) If the target areas are uniformly selected in terms of si-gun units, there may exist the possibility of distorting or not reflecting their characteristics because the heterongeneous villages are dispersed with small groups. 3) The scope of target areas for rural development may be of variety from villages unit to si-guns unit if the analysis is based on the micro-level. 4) Among fishery and side-job areas, the classification of the fishing villages is not possible because the data of the fishing villages unit are not produced. 5) The rural areas should be defined with the objective criterion other than administrative units because the current data based on administrative units do not explain appropriately the feature of the area. 6) A variety of indicators should be developed in that the selection of indexes should be changed according to the goal of rural development policy.
