영문 초록

So far municipal government would make policies on the base of the traditional capitals such as financial capital, physical capital, environmental capital, etc. Therefore urban policies have been implemented beyond realizing the value, the ultimate end, goal, and objective, resulting in governmental failure. In urban policies, the ultimate end or the concept of public good tends to be ambiguous, and not to be connected with practical instruments usually supported by public cost. In this context, this essay tries to develop a new model for more efficient and effective urban policy, introducing the concept of social capital. Social capital can be expected to connect the value of urban policy and more practical objective of projects. In conclusion, a new model for more efficient and effective urban policy can be approached from the three contexts, such as substantial field, procedural context and value system.
