영문 초록

For some 15 years protecting children from sexual abuse in Korea has been subject to an accelerating cycle of crisis and reform. Each crisis phase involves intense media and political scrutiny and public outcry following the serious harm or death of a child through heinous sexual abuse. Intense anger and hostility towards the crime and the failed system to prevent such events follows with much media coverage. Reform phase of the cycle is usually marked by a fresh political commitment to make changes to ensure that such events do not happen in the future. Still, lack of understanding of judicial authority on the complexity of sexual abuse on the child and his(her) family, especially it is incestuous, and lack of collaboration among multiple related agencies as well as inconsistences in sentencing guideline pose as major issues in child protection system. Specialists are scarce, services are not stretched out for male-child victims, nor for un-perpetrating parent of incestuous family. Networking among service agencies, criminal justice system, and judicial authorities are discussed.
