韓日国交正常化に対する一考察

영문 초록

The purpose of this study is to examine the background surrounding the normalization of diplomatic relations between Korea and Japan, based on the military, security and economic aspects. The normalization of the diplomatic relations between Korea and Japan, which had been cut off for 20 years since the liberation of Korea, is important in that the diplomatic relations between the two countries have been newly established, and that the negative history of the forced colonial era that began in 1910 was liquidated. In this study, the Cold War between the U.S. and Soviet and the "Syngman Rhee Line" seemed to have a great influence on the normalization of diplomatic relations between Korea and Japan, even though there are some other arguments and events. In addition, the threat of communism caused by the cold war between the United States and the Soviet Union Cold also acted as an important factor in the normalization of diplomatic relations between the two countries. For example, the cooperation of Japan was necessary in the political stability and economic reconstruction of the South Korean government. These military, security, and economic factors led to the normalization of the relations between the two countries. In particular, the government of the United States assumed that the only active preparations and methods against the threat of communism by the cold war between the U.S. and Soviet surrounding the East Asia were the cooperation and unity with the liberal countries such as Korea and Japan, i.e., with Korea and Japan. In addition, the Japanese business community and governmen thought that it was important to have a stable market in Asia, and that one of the methods was their economic cooperation with Korea. By these military, security and economic logic, it can be said that the Korea-Japan normalization of diplomatic relations has been made. 本稿では、韓日両国の国交正常化を巡る背景をはじめ、主な目的を、軍事ㆍ安保と経済論理に合わせて検討した。韓日国交正常化は、1910年から始まった植民地時代の暗い歴史の清算と、解放後20年も断絶された韓日両国を新しく導いた意味のあるものである。韓日国交正常化における背景は、米ソ冷戦と「李承晩ライン」が大きな影響を及ぼしたことが明確になったと言える。また、東アジアを巡る米ソ冷戦体制による共産主義の脅威から、韓国政府の政治的安定と経済的復興を果たすには、何よりも日本の協力が必須であるということから、軍事ㆍ安保と経済論理が大きく作用した結果、韓日両国の国交正常化が成されたと言える。アメリカは東アジアを巡る米ソ冷戦体制による共産主義の脅威から、東アジアでの民主主義を守る能動的な対応と方法は、自由主義国家との結束と協力、つまり韓国と日本との協力しかないと考えた。また、日本はアジアの安定的市場確保を、どうやって維持確保するかが日本財界や政府の課題となり、その具体策の一つとして浮上したのが、韓国との経済協力構想であった。こうした軍事ㆍ安保と経済論理によって、韓日国交正常化がなされたと言える。
