남북한 관광개발정책 접근요인에 관한 우선순위 비교분석

국문 초록

남북한 관광개발정책 접근요인에 대한 우선순위를 비교분석하기 위한 구체적 연구목표는 국내ㆍ외 관광개발정책 영역별 접근기준을 설정하고, 접근기준별 평가대상의 상대적 중요도와 우선순위를 분석하고자 하였다. 조사방법은 설문지를 이용한 우편조사, 전화조사, 직접방문조사를 실시하였다. 표본크기는 250부이었고, 회수된 설문지 203부 가운데 부적절한 설문지 25부를 제외한 178부를 최종분석에 사용하였다. 분석방법은 계층분석적 의사결정법(Analytic Hierarchy Process: AHP)을 활용하여 남북한 관광개발정책 접근영역들의 접근기준과 각 평가대상들의 상대적 중요도와 우선순위를 분석하였다. 분석프로그램은 Expert Choice 11.5를 사용하였다. 국내 관광개발정책 접근영역들에서는 남북한 모두 삶의 질 향상이 우선순위 1위였다. 우선순위 2위는 관광경제성이었고, 복지ㆍ환경개선이 우선순위 3위였으며, 마지막은 정보교환으로 분석되었다. 국외 관광개발정책 접근영역들에서는 남북한 모두 국민경제 향상이 우선순위 1위였고, 우선순위 2위는 외래관광수용능력 향상이었다. 우선순위 3위는 남한이 관광정보체계 확립이었고, 북한은 국제친선 증진이었다. 우선순위 4위는 남한이 국제친선 증진이었고, 북한은 관광정보체계 확립으로 분석되었다. 관광개발정책 접근영역에서 북한은 지금까지 관광이라 하면 다른 지방이나 다른 나라의 자연풍경, 명승고적, 역사유적, 인민경제의 발전면모 등을 구경하고 지식을 넓히는 것으로 인식하였지, 관광활동을 경제활동이나 산업활동으로 인식하지는 않았다. 그러나 최근 북한에서도 금강산관광과 개성관광을 비롯한 외국인대상 국내 관광사업개발들이 활발해지면서부터 관광개발정책에 대한 인식에서 변화를 보이고 있고, 이러한 변화들은 남북한 관광개발정책 접근기준 및 평가대상별 우선순위 분석결과와도 일치되고 있다.

영문 초록

The purpose of this study is to identify the priorities with respect to approach factor of tourism development policy between the South and the North Korea. As a theoretical research, this study reviews the approach background, the approach domain, and the assessment system in the tourism development policy. The data used in thesis is collected from the tourism development policy specialists. Through a preliminary investigation 203 lists of questions were distributed from August 3, 2009 to November 13, 2009 and from among them 178 lists were used Expert Choice 11.5 was used to do pairwise comparisons and priorities assessment. Based upon the results of empirical analysis, the priority order sets of domestic tourism development policy factor should be related to the improvement of life quality, the tourism economic efficiency, the improvement of welfare and environment, and the information exchange in the South and the North Korea. The priority order sets of the abroad tourism development policy factor should be related to the improvement of national economy, the improvement of foreign tourism receptive capacity, the establishment of tourism information system, and the promotion of international friendship in the South Korea. The priority order sets of the abroad tourism development policy factor should be related to the improvement of national economy, the improvement of foreign tourism receptive capacity, the promotion of international friendship, and the establishment of tourism information system in the North Korea.
