테러집단 IS의 위협실상과 향후 전개양상 전망

국문 초록

1999년 태동한 이슬람 극단주의 테러조직 IS(Islamic State)는 최근 첨단무기와 순교맹세로 무장한 채 잔인한 테러수법과 방법으로 근거지인 이라크와 시리아는 물론 서아시아와 북아프리카까지 세력을 확대하면서 미국의 오바마 대통령이 알카에다, 보코하람과 함께 세계 3대 테러조직으로 거명할 만큼 세계인의 관심과 두려움의 대상이 되고 있다. 이와같 이 IS가 국제테러단체의 중심세력으로 급부상함에 따라 우리나라를 비롯하여 국제사회의 커다란 위협이 되고 있으나 IS의 실체가 잘 알려져 있지 않아 효과적이고 생산적인 대응방안 마련에는 많은 어려움이 따르고 있다. 따라서, 이 연구에서는 IS의 테러위협에 효율적인 대응책을 마련하기 위한 기초자료로 제공하기 위하여 IS의 테러위협 실상을 정확히 파악하고 미래에 전개될 양상을 전망하고, 테러방지법의 제정을 통한 대응방안에 대해서 논의하였다. 이 연구의 분석결과, IS는 칼리프 국가 건국을 목표로 규정한 후 점령지의 석유 밀매 등을 통해 마련한 충분한 자금과 100여개 국가 출신의 지하디스트가 포함된 30,000여명의 대원 그리고 로켓포 등 첨단무기를 갖추고 2013년에 탈레반 다음으로 가장 많은 테러를 자행한데 이어, 2014년 이후에도 잔인하고 더 많은 테러를 지속하고 있는 것으로 조사되었다. 이러한 분석을 토대로 향후 IS의 테러전개 양상을 평가해본 결과, 수년간 테러위협이 지속될 것으로 예상되는 가운데, IS와 알카에다간 주도권 다툼이 심화되고, 이슬람 근본주의가 확산 될 것으로 예상되었다. 그리고 테러효과 극대화 및 조직원의 모집과 단결 등을 위한 소셜미디어의 활용도가 증가하는 것은 물론 우리나라가 이 들의 테러 타깃이 될 가능성도 점점 늘어날 것으로 평가되었다. 끝으로 이 형사정책적 대응의 측면에서 테러방지법의 제정을 논의하였다.

영문 초록

IS(Islamic State) which is a Islamic extremism terrorism organization, established in 1999, recently enlarged their influence to West Asia and North Africa and of course same to their base, Iraq and Syria, by using the advanced weapons and causing cruel terrorism armed with martyrdom oath. IS is becoming a concern and an awe object to a citizen of the world and is mentioned the world three terrorism organization with Al Qaeda, and Boko Haram by Obama, the president of America. As IS is emerging as the central power of international terrorism groups, it is becoming a huge threat to the world society including Republic of Korea. However, since the reality of IS is not well known, there is a hard time preparing effective and productive countermeasures to repulse IS. Therefore, in here, the writer accurately grasped the reality of terrorism threat of IS and expected what will happen in the future to provide basic data for preparing the effective countermeasures against IS`s terrorism threat. As a result of analyzing the terrorism threat, IS has defined the goal to construct the Caliphate. After defining the goal, they prepared sufficient funds by trafficking petroleum of the occupied territory, they also had members of 30,000 which include jihadists from approximately 100 countries. They also had advanced weapons such as missile, rocket launcher and in 2013, they committed the second most terrorism and kept on committing more and more cruel terrorism after 2014 as well. Result of expecting how IS will develop in the future based on this analysis, it is evaluated that there will be terrorism threat continuously for a few years, deepen of struggle for initiative between IS and Al Qaeda, and the expansion of Islamic fundamentalism. Also there will be more usage of Social Media for the maximization of terrorism effect, recruiting members and so on. Futhermore, there is going to be increasing possibilities of Republic of Korea being the target of IS. The necessary of enactment for terrorism prevention act, as an aspect of criminal justice countermeasure was discussed at the last part of the this study.
