홍콩의 고등교육 평가인증제도의 운영 실태분석과 시사점

국문 초록

본 연구는 홍콩의 고등교육 평가인증제도의 기본 현황과 운영 실태를 파악하고, 우리나라에의 시사점을 도출하는데 목적이 있다. 홍콩의 고등교육 질 보장 기구로서 1990년에 The Hong Kong Council for Academic Accreditation (HKCAA)를 발족한 이후 이 기구는 조례 제1150으로 2007년 10월 1일에 발효되어 새로운 The Hong Kong Council for Accreditation of Academic and Vocational Qualifications(HKCAAVQ, 香港學術及職業資歷評審局)로 개편되었다. 홍콩은 고등교육을 포함한 교육 일반에 관한 정책을 포괄하는 거버넌스의 정점에는 교육부(Education Bureau, 敎育局)가 위치하고 있지만, 고등교육 기관의 운영은 자율성을 존중하는 차원에서 대학에 대한 재정적 지원 이외의 영향은 그리 크지 않으며, 재정지원도 대학재정위원회(UGC: University Grants Committee)가 담당하고 있다는 점에서 홍콩의 고등교육기관 입장에서 보면 UGC가 더 실질적인 중요한 역할을 수행하고 있다고 볼 수 있다. 우리나라에 주는 시사점을 제시하면 다음과 같다. 첫째, 홍콩정부가 대학 재정에서 차지하는 비중은 절대적이지만, 홍콩의 평가인증제도는 우선 각 평가대상기관의 자율성을 최대한 고려하면서도 평가 인증 절차와 기준을 국제적 수준을 목표로 한다는 점이다. 둘째, 평가인증 절차와 기준을 국제적 수준으로 맞추도록 유도하기 때문에, 고등교육 질 보장 체제를 국제적 질 보장 체제와 긴밀하게 연계하고 국제적인 자격인증 기관과의 협약을 통해 인적 및 물적 자원을 교류하는 국제적인 활동을 강화한다는 점이다. 셋째, 홍콩 내의 모든 교육프로그램뿐 아니라 홍콩 내 외국 계열의 교육프로그램 역시 평가의 대상이 된다는 점이다. 넷째, 평가인증제를 주도하고 있는 HKCAAVQ의 운영을 독립조직으로 정부의 전폭적인 지원과 협력이 있다는 점이다. 끝으로, 홍콩의 고등교육, 특히 대학교육을 지배하는 거버넌스 구조는 비교적 적은 수의 대학에도 불구하고 홍콩 고등교육을 총괄하는 거버넌스 구조에는 다양한 기관과 위원회가 참여하고 있으며, 각 기관의 역할과 기능이 전문화･분권화되어 운영하고 있다는 점이다.

영문 초록

The purpose of the study is to explore the basic current situation and operation of higher education accreditation system in Hong Kong and draw some implications for Korea. Since the Hong Kong Council for Academic Accreditation(HKCAA) which is a council of higher education quality guarantee has been inaugurated in 1990, it has been revised to new Hong Kong Council for Accreditation of Academic and Vocational Qualification (HKACAAVQ) that went into effect in October 1, 2007 as act 1150. Even though there is Education Bureau in apex of governance that comprehends the policy about general things on education including higher education in Hong Kong, the operation of higher education institute does not have great influence except for financial support on university in the dimension of respect of autonomy. Because University Grants Committee(UGC) takes in charge of the financial support, the University Grants Committee performs more significant and important roles in higher education institute in Hong Kong. Based on these aspects, the implications for Korea are as the followings. First, although Hong Kong government has very great weight in university finance, the accreditation system in Hong Kong considers the autonomy of each institute that gets an evaluation maximally. But the accreditation procedure and standard have a goal for international level. Second, because the accreditation procedure and standard focuses on international level, the framework for higher education quality guarantee is connected with the framework for international quality guarantee closely. And international activity exchanging with personal and physical resources is reinforced through agreement with international qualifications accreditation institute. Third, foreign-affiliated educational programs as well as all educational programs in Hong Kong are also the target of evaluation. Fourth, Hong Kong government provides Hong Kong Council for Accreditation of Academic and Vocational Qualification which takes the lead accreditation system with many supports and cooperates. Finally, governance structure managing Hong Kong’s higher education, especially university education has a little number of university. In spite of it, various institutes and committees participate in governance structure recapitulating Hong Kong’s higher education and the role and function of each institute are professionalized and decentralized.
