지역아동센터 사례관리 현황과 사례관리 운영체계에 관한 연구

국문 초록

사회복지시설은 물론 지역아동센터의 기능과 실천영역에서 강조되고 있는 사례관리에 관한 이론적 고찰을 통해 주요 쟁점 및 동향을 제시하고, 사례관리를 수행하기 위한 특성을 조사하였다. 문헌연구와 지역아동센터 종사자 및 시설장 등 실무자를 대상으로 사례관리 현황에 대한 실태조사의 결과에 따른 결론을 제시하면 다음과 같다. 첫째, 지역아동센터는 사례관리의 효율성, 서비스의 질적 개선을 위해서 다양한 실무자 교육이 정기적으로 이루어져야 할 것이다. 둘째, 대부분 작은 교회의 부속기관 형태로 '공부방'의 기능과 소규모 아동복지시설이라는 특성을 가지고 있다. 앞으로 젊은 층 사회복지사들의 활발한 참여를 통해 사례관리 업무를 효율적으로 수행할 수 있는 기반을 조성해 나가야 할 것이다. 셋째, 지역아동센터의 시설환경은 공간의 규모를 늘리고 아동이 이용함에 있어 보다 쾌적한 환경이 조성되어야 하며, 현재 중점적으로 운영되고 있는 학습지원 프로그램에 편중된 운영체계로부터 종사자의 역할인식의 변화와 전환을 가져야 한다. 넷째, 지역아동센터에서 사례관리를 시행하는 기관은 77%의 분포를 보이고 있으며 사례관리 실천 시 준비사항으로는 아직까지 마련되고 있지 않은 사례관리 공통양식과 구체적인 자료, 사례관리 정보 및 교육 등이 필요함을 알 수 있다. 한편, 지역아동센터에서 사례관리를 통해 아동의 심리ㆍ정서적 지원, 학교생활 진로 및 고민상담 등 구체적인 아동관리가 이루어져야하며 이러한 역할을 수행하기 위해서는 아동보호전문기관, 지역사회복지관 등 사례관리 담당자들이 상호 정보교환이나 자료제공이 필요하며, 전문성과 실무능력을 갖춘 관리자를 확보하고 훈련시켜야 하는 과정이 필요하다.

영문 초록

Secondly this dissertation has investigated the characters of the duty environments such as the facility environment, current situations of the workers, characters of the identity of the establishment, financial situations and the space of the use of the community child center for the performance of the program and case management of the community child center. Also this dissertation has found the ways of the construction of the case management operation system by performing the deep investigation on the central operation program, the duty training for the strong capacity, the collection of the information of the managers of the cases and the areas of the duty training of the managers of the cases for the purpose of proposing the ways of improvement. For the last this essay also has deeply analyzed the current situations of the case management through the investigation on actual practice of the case management, the creation of the conditions for the construction of the case management system, the difficulties at the time of promoting the case management, the understanding of the case management of the workers, and the hours of the allocation and the number of the cases in charge of the workers of the case management to be able to suggest the ways of improvement. The community child center has been requested to perform the training and research related with the case management and the education in diverse dimension for the practical workers for the strong performance of the roles of the case managers periodically. and also the standardized manuals and the general ways of practice of the case management should be prepared in the community child center. We see that the organizations actually performing the case management in the community child center have been showing to reach 77% in distribution to make us understand that the common forms of case management, concrete data, information and education are required as the items for the preparation at the time of performing the case management as such items have not been arranged till today. Also the community child center should perform the work of children management concretely such as the psychology of the children, emotional support, school life support, children development support, and the counseling for the future study and agonies of the children for the better children management through nurturing the abilities and capacities of the case management, and for such purposes what are requested are exchange of informations and the offer of the data between the working level case managers in the professional children protection organizations and the community social welfare centers to perform such roles, and also what are also required are the security and training of the case managers equipped with the professional practical abilities for the performance of the actual case management and the courses of the training.
