Comparative Study on Police Training Programs between Korea and other Countries: Focus on Entry-Level Training

국문 초록

경찰의 임무는 범죄예방, 법집행 그리고 질서유지라고 할 수 있다. 경찰의 효과적인 범죄예방활동은 개별 경찰관들의 전문성과 직무경험에 달려 있다고 할 수 있다. 경찰은 이러한 목표를 효과적으로 달성하기 위해서는 무엇보다도 범죄예방 프로그램과 전략을 최대한 활용할 수 있어야 한다. 특히 경찰관의 신규임용 교육과정에서 제공되는 프로그램, 즉 범죄학 및 범죄예방과 관련된 이론과 기법, 실무실습 그리고 범죄행동과 관련된 사회과학분야(사회학, 심리학 등)에 대한 교육훈련이 매우 중요하다. 범죄예방에 대한 전문성을 향상시키기 위한 신규임용 교육과정은 주로 경찰학교단계에서 제공된다. 신규임용 교육과정의 질적ㆍ양적 다양성은 경찰관들의 장래 원활한 직무수행과 시민들의 경찰에 대한 신뢰에 중요한 영향을 미칠 수 있다. 현장상황을 제대로 처리하지 못하는 경찰관들은 종종 경찰 관리자뿐만 아니라, 피해자 그리고 더 나아가서 시민들로부터 혹독한 비판을 받을 수 있다. 그래서 경찰관 신규임용 교육과정은 현대 경찰활동에서 매우 중요한 이슈로 등장하고 있다. 본논문은 비교경찰제도적 측면에서 경찰전통이 다소 상이한 영미법계(Common-Law System)에 속하는 영국ㆍ캐나다, 대륙법계(Civil Law System)에 속하는 독일ㆍ스위스 그리고 절충형인 일본경찰의 교육제도를 살펴보고, 이를 토대로 한국 경찰관 신규임용 교육과정과 비교 분석하였다. 독일을 제외한 영국, 캐나다, 스위스 등 각국은 공히 순경급 신규 채용과정으로 일원화 되어 있으며, 비교대상국 중 독일경찰은 교육에 가장 많은 투자를 하고 있는 것으로 나타났다. 독일과 스위스경찰은 전통적으로 법률교육/교통분야, 범죄수사, 실무실습을 강조하고 있으며, 영국과 캐나다는 법률분야보다는 문제해결/지역사회경찰, 순찰/범죄수사 등을 강조하고 있음을 발견할 수 있었다. 한편, 비교 대상국가들 가운데, 가장 短期間인 한국경찰 교육의 상황도 비판적으로 분석하였다. 전문화된 경찰관을 양성하기 위해서는 신규임용 교육기간을 확대하고, 사회과학(문제해결 및 범죄통제) 및 법률분야(법집행기능에 충실) 커리큘럼을 강화하고, 교육과정에 대한 일대 혁신이 필요함을 강조하였다.

영문 초록

The primary duties of the police are crime prevention, law enforcement, public order maintenance, and public service delivery. More effective crime prevention is dependent upon the expertise and good experience of police officers. To accomplish their goal effectively, first of all, the police should try to make the best use of crime prevention programs and strategies. So it is very necessary for police officers to understand well the theories and practices of criminology, crime prevention techniques, and social sciences which are related with human behavior, i.e. psychology and sociology, and so on. For the purpose of improving their expertise in crime prevention, a police training program is well performed and recruits should undergo at a police academy. This is very important not only for police work and but also for citizen's confidence in police. Officers who do not know how to handle problems properly are apt to be criticized by police management, victims, and the public. So these issues become the main theme in most modern policing. In this paper, I have comparatively analyzed police training programs-period, contents, and curricula- among Germany, Switzerland, England, Canada, Japan and Korea. Excluding Germany, most of the analyzed countries have unitary recruit systems for constable candidates. The Korean policing system is quite similar to the German police from the viewpoint of recruitment. Remarkably, the German police have the longest basic recruit training program of any country. On the other hand, the Korean police operates the shortest police training course. German and Swiss police traditionally emphasize legal issues during police training. English and Canadian police tend to stress problem-solving, community policing, police patrol, and so on. Through this study, I will put forth several alternatives for the Korean police to improve their effectiveness and specialization in policing, and to this end build public confidence. The Korean police should emphasize and remarkably improve their basic recruit training programs which will require and secure sufficient budget.
