지역경찰제의 정착화 방안

국문 초록

우리나라에서는 연간 200만여 건의 각종 범죄가 발생하여 국민생활의 안전을 위협하고 있다. 경찰에서는 이러한 범죄문제에 적절히 대처하여 국민생활의 평온을 유지하기 위하여 노력하고 있으며, 특히 범죄예방 활동에 중점을 두고 경찰력을 집중하고 있다. 그동안 우리나라 경찰에서는 범죄예방 활동을 담당하는 최 일선 경찰조직으로 파출소제도를 유지하여 왔다. 그러나 파출소 중심의 범죄예방 체제는 경찰력의 분산에 따른 현장대응 능력의 취약, 관서 형태의 운영에 따른 문서처리 증가로 범죄예방 업무의 소홀, 공권력 도전행위에 대한 대처 미흡 등의 문제점들이 꾸준히 제기되어 왔다. 이러한 문제점들을 해결하고자 2003년 8월부터 경찰은 지역경찰제를 표방한 순찰지구대제도를 실시하였다. 순찰지구대제도는 경찰서 단위에서 인구, 면적, 주민생활, 교통망 등 지역실정을 종합적으로 고려하여 기존 파출소가 치안을 담당했던 소규모 구역들을 3-5개씩 묶어 권역별로 순찰지구대를 편성하여 운영하는 것이다. 이 제도는 현장대응성 강화 및 업무 집중성의 향상 등에서 성공적이라고 평가되고 있으나 아직까지 여러 가지 문제점들이 나타나고 있다. 이 연구는 순찰지구대 소속 경찰관들과 지역주민을 대상으로 설문조사를 통하여 지역경찰제가 안고 있는 문제점의 해결을 위해 운영취지에 맞게 잘 운영되고 있는지 분석하여 지역경찰제의 정착화 방안을 모색하는데 연구목적을 두고 있다. 분석결과 지역경찰제의 시행으로 인력부족 문제와 경찰력 분산문제의 해결에는 어느 정도 기여하고 있으나 예방순찰활동의 강화, 과중한 행정업무의 경감, 국민의 신뢰 개선 등에는 큰 성과가 나타나지 않은 것으로 나타났다. 특히, 지역경찰제 시행 후 경찰과 지역주민간의 관계 개선은 거의 이루어지지 않고 있어 지역경찰제의 효과성에 대해 의문이 제기되고 있다. 따라서 이 연구에서는 분석결과를 토대로 지역경찰제가 본래 의도했던 취지대로 시행되기 위한 방안으로 경찰인력의 효율적인 배치, 치안수요를 고려한 순찰지구대의 재편성, 경찰과 지역주민 관계개선을 위한 도보순찰의 강화, 지역경찰제에 대한 적극적인 홍보의 필요성을 제언하였다.

영문 초록

In South Korea, there are around 20 million reported crimes annually. The Korean National Police has made efforts to protect Korean people from those crimes. Especially, the Korean National Police has concentrated its resource on the crime prevention. Previously, the Korean National Police has used the police box system as the front-line of crime prevention. However, the police box system has been continuously criticized with several reasons. The police box system showed weak field response ability because of dispersed police power. This system showed negligence in crime prevention due to huge amounts of paper works in police box level. Also, the police box system was inappropriate to respond to threats against the police authority. To remedy problems of the police box system, the Korean National Police has introduced the patrol division system which combines three to five police boxes into one division considering local situations such as population, jurisdiction, life style, and traffic condition since August, 2003. The patrol division system has been evaluated as the successful system because it increased the field response ability and the effectiveness by concentrating resources. However, there are still several problems with this new patrol system. Therefore, this study did survey research against police officers and local citizens to evaluate the effectiveness of this new patrol system. The results shows that the patrol division system has increased the number of police officers who can participate in the crime prevention. Also, the problem of dispersed police power has been solved by this system. However, There have been no effects on the emphasis of crime prevention, the reduction of paper workloads, and the confidence from citizens. Especially, there was no improvement in the police-citizen relations after the initiation of the new patrol system. Therefore, this study recommends the effective positioning of police personnel, the reorganization of patrol divisions according to demands of police services, the improvement of police-citizen relations by means of foot patrol, and the proactive image enhancement of the patrol division system.
