감찰활동에 대한 경찰관 의식조사 연구

국문 초록

본 연구는 현행 경찰의 자체 감찰활동에 대한 경찰관들의 불만족 요소를 파악하고 개선점을 모색하고자 시도된 조사연구이다. 경찰관들의 불만족 요소를 파악하기 위한 설문문항을 구성하기 위하여 일차적으로 13명의 현직 경찰관을 대상으로 심층면접을 실시하여 현행 감찰에 대한 각종 평가 의견을 취합 정리하였으며, 이를 바탕으로 설문을 구성하여, 피감찰 대상이 되는 일선 경찰서와 순찰지구대에 근무하는 경찰관을 대상으로 우편 설문조사를 실시하였다. 설문조사 대상자는 전국 경찰서와 순찰지구대를 중심으로 지역별로 경찰인력의 규모에 비례한 확률표집을 통하여 총 47개 기관에 근무하는 1,640명이 표본으로 선정되었으며, 회수되어 분석에 포함된 설문지는 1,358부이다. 분석결과를 통해서 나타난 결과를 간략하게 요약하면 다음과 같다. 먼저 감찰활동에 대한 전반적인 만족도에 있어서 만족보다는 불만족하다는 응답자가 많은 것으로 나타났으며, 감찰의 주체별로 살펴보면 경찰서 자체 감찰에 대한 만족도가 가장 높게 나타났으며, 반면에 민원으로 인한 감찰활동에 대한 만족도가 가장 낮은 것으로 나타났다. 다음으로 감찰활동에 대한 평가를 살펴보면, 부정부패를 줄이기 위한 감찰본연의 취지에 대해서는 많은 경찰관들이 긍정적으로 평가하고 감찰의 필요성에 대해서 공감하는 정도가 높게 나타났다. 반면에 감찰활동의 과정이나 감찰활동의 처리결과 등에 있어서는 상대적으로 부정적인 평가가 높은 것으로 나타났다. 마지막으로 감찰활동의 개선점 또는 더욱더 강화되어야 할 부분을 살펴보면, 불합리한 제도나 관행의 개선에 초점을 두는 감찰로의 전환, 징계라는 네가티브 전략보다는 선행 경찰관 표창이나 포상 건의 활동 등 포지티브 전략의 확대를 기대하고 있는 것으로 나타났다. 또한 징계 등의 처리에 있어서 외부민간인의 자문과 참여의 제도화를 통한 보다 객관적인 처리절차의 확보도 요망하는 것으로 나타났다.

영문 초록

This study is conducted for apprehending police's dissatisfaction factors about self audit and inspection activity and organizing a better system. For the sake of construction of questions to investigate their dissatisfaction factors, questionaires are formulated through various opinions about current audit and inspection collected by depth interview to 13 incumbent police. These questionaires apply to the police who services in police station or patrol parties and are surveyed by mail. Through a probability sampling in proportion of the policeman numbers by region, 1,640 people in total 47 agencies became objects to be questioned, and 1,358 copies are returned and analyzed. Followings are results that are found through statistical analysis by SPSS. First, in overall satisfaction about audit and inspection activities, respondents who dissatisfy are more than who satisfy. Satisfaction toward self-audit and inspection come out as the highest while satisfaction on audit and inspection activities by civil complaint was appeared as the lowest among types of audit and inspection activities Next, when looking at the way of procedure and discipline in audit and inspection activity, the original purpose itself of the audit and inspection, prevention against injustice and corruption, is evaluated in the affirmative and the needs for audit and inspection is highly required. In the contrary, process and result management of audit and inspection activity have negative answers. Finally, the audit and inspection's improvement schemes or parts that need to strengthen will be a change for the better audit and inspection with improved habitual practice, extension of positive strategies such as giving merits to policeman who keeps on doing goods than negative strategies. In addition, it is required to ensure fair management procedure through outside intervention on handling a disciplinary punishment.
