국문 초록

인사관리는 조직의 목적 달성을 위해 가용 인적 자원을 효율적으로 관리하는 사무를 말한다. 인사업무에는 신규채용, 승진과 전보, 교육훈련, 평가, 포상 및 징계 등의 업무가 모두 포함되지만, 그 중에서도 신규채용, 교육훈련과 승진인사가 가장 중요하다 할 것이다. 이 글에서는 한국의 현행법 규정에 기초하여 경찰 승진제도를 사실적으로 분석하고, 경찰 선진화를 이루기 위해 다음과 같은 개선안을 제시하였다. 첫 째, 현행법상 경찰인사정책의 기본업무 전반에 대한 심의 의결권이 경찰인사위원회와 경찰위원회에 양분되어 있다. 경찰인사업무의 효율화를 위해서 경찰인사위원회를 폐지하는 것이 바람직하다. 둘 째, 경찰관 채용시험 관리를 중앙인사위원회에 이관하고, 신규채용제도를 합리적으로 개선할 필요가 있다. 셋 째, 현재 경정과 경감에 대해서만 실시하는 다면평가를 전 계급에 확대실시하는 등 근무성적 평가시스템을 개혁하여야 한다. 넷 째, 근속승진 요건을 강화하고, 특히 교육훈련 성적을 승진인사에 대폭 반영하여야 한다. 다섯째, 승진심사 절차를 개선하여 심사승진의 투명성을 제고하여야 한다.

영문 초록

Personnel management is the work how to operate most effectively the available human resources for the organization's goal achievement. This personnel management includes the employment, the promotion, the transition of position, the training through education, the estimation, the reward, and the punishment, and among these, the new employment, the training through education, and the promotion are the most important. In this paper, we concretely analyzed the police promotion system according to Korean present legal regulation, and suggested the following guidelines for the improvement. First, we have to get rid of the police personnel committee for the effectiveness of police personnel management. Second, we have to impose the police employment examination management on the central personnel committee, and need to renovate rationally and practically this system of employment. Third, we have to expand the multifaced estimation which is only tested on superintendents and inspectors to all class, and renovate the work capability estimation system. Fourth, we have to strengthen the requirement for the continuous promotion, and put positively the education training achievement into the promotion. Fifth, we have to reconsider the transparency of testing and promotion process through this renovation.
