CCTV에 대한 대학생들의 인식분석과 캠퍼스에서의 활용방안

국문 초록

본 연구에서는 대학 캠퍼스를 공간적인 범위로 선정하여 대학생들의 CCTV에 대한 인식을 조사하고, 이와 같은 인식분석을 근거로 하여 캠퍼스에서의 합리적인 활용방안을 제시하였다. 먼저, 대학생들은 현재 우리 사회 곳곳에 설치되어 있는 CCTV가 범죄예방 및 수사를 위해 활용되고 있으며, 범죄예방을 위해 효과가 있다(38.2%)고 응답하여 효과가 없다(17.3%)는 응답보다 두 배 이상 많았다. 또한 최근 대학가에 각종 강ㆍ절도 범죄가 심심치 않게 발생하고 있는 현재의 시점에서 CCTV를 설치하여 각종 범죄를 예방해야 한다는 응답이 전체 응답자의 81.4%를 차지하여 압도적으로 CCTV의 설치ㆍ확대를 찬성하고 있다. 다만, CCTV를 반대하는 학생들은 '사생활 침해(42.4%)'와 '감시 당한다는 불쾌감(27.2%)'을 주요한 이유로 들고 있다. 아울러 CCTV를 설치할 때 중요한 점으로는 '녹화테이프가 악용되지 않도록 관리를 잘해야 한다(35.6%)', 'CCTV를 설치할 때 반드시 학생들의 사전동의를 얻어야 한다(34.0%)', '돈이 좀 들더라도 확실하게 범죄예방이 되어야 한다(29.7%)'의 순으로 응답하였다. 상기와 같은 대학생들의 인식분석을 통해서 나타난 결과를 근거로 합리적인 CCTV의 활용방안을 제시하면 먼저, 대학당국에서는 CCTV를 설치할 때 학내 구성원들의 사전동의를 반드시 거치는 것이 바람직하다. 또한 CCTV의 높은 업무 효율성에도 불구하고, 초상권 등 인권침해를 우려하는 목소리를 간과해서는 안될 것이다. 따라서 CCTV의 설치운용 및 목적을 대학 구성원들에게 충분히 홍보하고, 인권침해 우려의 목소리를 최소화하기 위한 지속적인 노력을 병행해 나가야 할 것이다. 마지막으로, CCTV의 화질 개선으로서 이는 가로등의 범죄예방 효과와도 맞물려 중요한 환경설계를 통한 범죄예방과도 일맥상통하는 부분이라고 할 수 있다. 대학 도서관 등에서 늦게까지 공부하고 귀가하는 학생들의 범죄에 대한 두려움(fear of crime)을 제거하는 측면에서도 원룸 촌 골목길의 가로등은 보다 밝아야 한다.

영문 초록

Though there are many crimes on and out campus, no one knows anything about the size or the types of campus crime. But, there are many theft crimes in campus include the library and one-room village near the campus. Closed Circuit Television is recognised as being one of the most useful crime reduction and detection resources available. It can be argued that it is the witness that doesn't forget and cannot be persuaded into changing a description or statement. CCTV recording should remain as clear and visibly usable as the day it was recorded. In these contexts, CCTV represents a new and valuable weapon in the fight against crime and public disorder in campus. Over the past ten years, closed circuit television(CCTV) cameras have been an increasingly familiar part of the urban landscape in many developed countries. The range of applications for CCTV are seemingly endless, from town centers to corner shops, from schools to industrial estates the cameras seem to pervade every aspect of life. Prior to the advent of CCTV, the extent of police surveillance was limited by the number of officers on the street and the willingness of the public and police informers to report and cooperate in the investigation of crime. The advantages of CCTV, properly managed, speak for themselves : crime prevention, the deterrent effect of knowing that there is observation, the alerting of police at an early stage tostop dangerous situations escalating, the operational assistance to the police in sizing up a situation, the safer convictions that can be enormous. This study suggested the establish ways and means needed to improve the CCTV management system, through the collegian's perceptions analysis of CCTV in university campus. University should adopt a series of policies and procedures designed to ensure that every possible precaution is taken to protect persons and property on campus.
