초월대수 비용함수를 이용한 우리나라 보육시설 분석

국문 초록

본 연구는 우리나라 보육예산이 지속적으로 증가하고 있어 보육시설들의 효율성에 대한 검토가 필요한 상황에서 보육서비스의 공급측면에 대한 연구이다. 구체적으로 본 연구에서는 보육시설의 비용함수 추정을 통하여 그에 따른 효율성 측면을 분석하고 논의한다. 이 연구는 2009년 한국여성정책연구원이 보건복지부의 의뢰를 받아 수행한 ‘2009년 전국보육실태조사-보육시설조사 보고서’의 자료를 사용해서 초월대수 비용함수(Translog Cost Function)를 이용해 우리나라 보육시설의 단기 총가변비용함수를 추정하였다. 보육시설의 단기 총가변비용함수 추정 결과, 보육시설에서 보육하는 영유아 수와 보육교사의 임금, 단기 고정 자본인 보육실의 면적은 모두 각각의 요인이 증가할 시 비용의 증가를 가져오는 것으로 나타났다. 보육시설의 질적 수준과 인건비 지원을 받는 경우 역시 비용을 증가시키는 요인으로 추정된 반면, 국공립시설인 경우 비용을 감소시키는 요인으로 나타났다. 시간연장이나 장애아 보유여부는 보육시설의 비용에 유의미한 영향을 미치지 못하는 것으로 나타났다. 보육시설의 산출물을 보육서비스를 받는 영아와 유아로 나누어 산출물에 대한 비용의 탄력성을 구한 결과 유아에 대한 비용의 탄력성이 더 높게 나타났다. 또한 연구 결과, 보육시설들은 규모의 경제를 보이고 있어 최적화된 생산량을 생산하고 있지 못하고 있음을 시사했으며, 통계적으로 유의미하지는 않았으나 범위의 경제는 존재하지 않는 것으로 나타났다.

영문 초록

The impetus for this paper arose from the consecutively increasing child care budget in Korea, and has been conducted in order to estimate the cost function and efficiency of child care centers in Korea. In order to estimate the cost function of child care centers, the study uses the form of a translog cost function with data from ‘National study of child care in 2009: a report on conditions of child care centers’ which was done by the Korean Women’s Development Institute at the request of the Ministry of Health and Welfare in 2009. The results show that the number of children in the centers, the monthly wage of teachers, and the meter square space of rooms used by the children, which is a fixed capital in the short run, are factors that increase the short run total variable cost. The quality of child care centers and the status of receiving government subsidy for labor costs appear to be positively correlated to the total variable cost. However, national public child care centers showed a negative correlation with the total variable cost. Factors such as operating overtime or having disabled children in the center did not have significant effects on the total variable cost. The elasticity of cost with respect to output of toddlers was higher than those of the infants. Furthermore, the child care centers present scale economies which means that the centers are not producing at their optimal level. Economies of scope was also examined and though the result was not statistically significant, it showed diseconomies of scope. Taking into account that previous studies in Korea are focused primarily on the demand side of child care, performing a study on the supply side of child care is meaningful in itself.
