국문 초록

본 연구는 반차별적 사회복지실천의 내용을 고찰하고, 국내에 거주하는 장애인이 인식하는 장애차별의 현실을 교차하여 새로운 실천지향으로서의 반차별적 사회복지실천의 적용과제 및 전망을 살펴보고자 한다. 연구를 위한 이론적 고찰에서는 반차별적 사회복지실천의 태동배경, 장애의 사회적 모델과 반차별적 사회복지실천, 사회적 상황 안에서 차별과 불평등이 작용하는 방식을 이해하기 위한 개념 틀인 PCS분석을 소개하였다. 그리고 국내에 거주하는 장애인이 인식하는 차별에 관한 경험에 PCS분석틀을 적용하여 비장애인의 개인적 편견과 태도에서 비롯되는 차별과 문화적 환경 및 사회구조적 차원에 있어서의 차별로 설문조사의 내용을 나누어 재조명해 보았다. 연구결과 반차별적 사회복지실천은 첫째, 장애인에게 행해지는 사회구조적 억압에 대항하는 ‘원인론’적 사회복지 실천에 주력해야 하며, 둘째, 장애인 관련 서비스 기관에서 제공되는 사업의 재분석이 필요하며, 셋째, 파트너쉽과 협력, 역량강화의 강조가 실천의 과제로 제안되었다.

영문 초록

Under the circumstances of which Disabled people experience unfair treatment on the ground of their disability, this study tried to suggest challenges and prospects in social work practice as a new direction to eliminate discrimination against them. Theoretical literature reviews were including initial movement of anti discriminatory social work practice, social model, and PCS analysis for understanding the problems associated with disability. This study gathered evidence and information on a substantial and long-term adverse to carry out normal day-to-day activities though survey. Through PCS analysis, this study classified discriminatory experiences into three sub-sections: personal prejudice and attitude of non-disabled people towards disabled people, cultural consensus, and socio-political dimension. To prevent discrimination and value diversity, this study proposed three suggestions. first, the society should find the "etiology" of structural problems in social services and make reasonable adjustments. Second, the society need to reanalysis social services for the Disabled currently implemented by local service providers for any provision, criterion or practice. Third, the society need to reinforce partnership, collaboration, and empowerment among providers.
