국내 읽기장애인을 위한 대체자료 현황과 정책에 대한 연구

국문 초록

장애인 차별금지법이 효력을 발휘함에 따라, 장애인의 자립에 큰 영향을 주는 도서에 대한 접근성 문제가 큰 이슈가 되고 있다. 그러나 국내에서는 읽기장애인의 공공도서관 이용률과 같은 기초조사조차 발표된 바 없으며, 대체자료의 필요성을 제대로 인식하지 못하고 있다. 대체자료의 제작 및 홍보가 거의 이루어지지 않아, 교육 및 재활현장에서는 대체자료가 있다는 것조차 모르고 있는 실정이다. 본 연구에서는 읽기장애인을 위한 대체자료의 종류, 제작과 배포에 필요한 기술 및 이를 지원하는 법률을 포함한 제도의 현황과 문제점을 조사하고, 이를 해결하기 위한 방법을 모색하고, 제시하였다. 문헌조사 결과 국내의 읽기장애인용 대체자료에는 색배경이나 읽기 쉬운 책으로 제작되는 사례가 없었으며, 시각적 읽기장애에 대한 보조도구나 기술이 제공되는 사례가 없었다. 국내에서 제작되는 데이지 형식의 서적의 경우, 대부분이 음성자료 위주로 제작되어, 그림이나 문자 정보를 동시에 제공하는 경우가 적어 시각장애 위주로 제작되고 있었다. 제도적 장치로써 독서문화진흥법에서는 독서장애란 용어를 사용하여 시각장애인을 포함하여 읽기장애인을 포괄적으로 표현하고 이들에 대한 지원을 규정하고 있으나, 국립중앙도서관의 실제 운영에 있어서는 등록된 장애인만을 대상으로 장애인 서비스를 제공하고 있어, 실질적으로 시각장애인만을 지원하고 있는 셈이다. 따라서 실질적으로 읽기장애인을 지원할 수 있는 제도적 보완이 요구된다.

영문 초록

Disability Discrimination Act became effective and alternative materials for a plane book become important issue in providing equal opportunity of education and knowledge acquisition for disabilities. But basic census such as usage rate of reading disabilities for public library has never been performed and necessity of it is not aware in Korea. Public information of alternative materials is rare, therefore most of people in the educational and librarian environment is not aware of the alternative materials. For higher education, quality and quantity of learning may increase compared to previous education, therefore provision of rapid and true service of alternative materials become the touchstone for success of learning. In this paper, the present status and problems of technology and service of alternative material for reading disabilities are investigated and the system and policy of the government are analyzed. Results of the study show that technology for reading disabilities is immature and public relations of alternative materials, guideline and teaching materials for production and service are requested first to schools and libraries. In the promotion act of reading and culture a support for print disabilities is prescribed comprehensively, but the service of national library of Korea supported to the registrated disabilities only in spite of systematic exclusion of reading disabilities. A systematic complement is necessary to support reading difficulties in the governmental sector.
