국문 초록

본 연구는 국내 장애인 체육시설의 현황과 장애인 체육지도자 양성과정과 그 문제점을 파악하여 이를 근거로 장애인 체육시설과 지도자 확충방향을 분석하는데 있다. 장애인 체육시설과 장애인 체육지도자의 현황을 분석하기 위하여 장애인 체육시설과 지도자에 관한 법률, 선행연구와 문헌연구법을 통하여 다음과 같은 결론을 얻었다. 첫째, 장애가 있는 국민을 비롯하여 모든 국민이 이용할 수 있는 체육시설을 설치하기 위해서는 모든 계층의 국민을 고려한 시설이 될 수 있도록 법률을 규정하여야 하며, 법령과 시행령 위반 시 내려지는 시정명령, 벌금, 과태료, 강제이행금 등의 강화와 이에 따른 사회적 합의가 요구된다. 또한 공공체육시설의 장애인 편의시설 의무설치를 전국으로 확대하여 일반인들과 장애인들이 공공체육시설물의 공동으로 이용하는데 불편함이 없도록 기존 시설물에 대한 활용 대안을 갖춰야 한다. 둘째, 장애인체육지도자에는 생활체육지도자와 경기지도자와 같이 전문체육지도자 자격제도에 관한 법률적 제도가 도입되어 있지 않다. 이로 인해서 생활체육지도자나 경기지도자가 장애인 체육을 지도하고 있으며, 다만 장애인생활체육지도자, 장애인스포츠지도자, 장애인운동지도자와 같이 법제화 되지 못한 장애인 전문체육지도자가 양성되어 장애인 체육현장에 종사하고 있는 실정이다. 이에 장애인 전문체육지도자에 대한 법률적 신분 인정 제도와 자격제도를 신설하여 공공체육시설 및 장애인체육시설에 대한 의무적 배치가 빨리 이루어져야 한다. 이상과 같이 장애인 체육시설 확충과 전문지도자 제도의 법적 도입은 관련 법률의 개정과 신설을 통해 이루어져야 하기 때문에 장애인을 위한 것뿐만 아니라 복지국가 건설을 위한 필수적인 요건으로 범국가적인 차원에서의 관심과 지원이 이루어져야 할 것이다.

영문 초록

The purpose of this study is to understand the present condition of domestic sports facility and handicapped sports, to examine the training process of coach and its problem, and finally to investigate the promotion and development of sports facility and coach. In order to find the present condition of coaches and facilities for the disabled sports, this study approaches the possible result through policies, laws, preceding works, and related documents. First of all, in order to construct the sports facility for the public including the handicapped, related laws and policies must be corrected and maintained properly, and the social compromise by reinforcing fines, penalties, correction orders under the regulation and law is needed as well. In addition, It is need to expand sports facilities from a mere sense of duty for the handicapped and to remodel the existing sports facilities to use comfortably. Second, there is no qualification test process of the handicapped sports coach over against any other sports fields, so that the coaches possessing the coach training certification teach the handicapped today. As a result, the proper, equal arrangement of the public and the handicapped sports facilities, and the qualification program regarding coaches for the handicapped must be set up as soon as possible. Therefore, It is considered that the legal introduction of the expansion for the qualified coach and facilities for the handicapped would be accomplished with the national assistance for the welfare state.
