국문 초록

본 논문에서는 국내 방송산업의 문제점을 진단하고, 이를 교정할 수 있는 법과 제도적인 개선안을 제시하였다. 특히 국내 방송산업은 제작 및 유통 시장의 발전이 어려운 고질적 문제를 지녔으며，이러한 구조적 문제는 뉴미디어의 발전을 저해하고， 균형발전과 장기적인 국가 경쟁력 확보에 치명적 장애로 작용할 것으로 분석되었다. 이러한 문제점을 시정하기 위해서는 첫째，종합편성채널의 도입과 외주제도의 개선이 모색되어야 한다. 둘째，제작 영역과 유통 영역에 대한 지원이 지속적으로 이루어져야 한다. 셋째，언론의 공공성 확보와 콘텐츠 제작시장의 경쟁환경 조성을 위한 광고판매제도의 개편이 요구된다.

영문 초록

This paper identifies problems found in local broadcast industry and proposes legislative and institutional measures to address them. The local broadcast industry has a deep-seated structural problem impeding the growth of program production and distribution industry. The problem is considered to hamper the development of new media and, in turn, deal a significant blow to a balanced national development and national competitiveness in the long run. In order to address the issue, fust, more licenses should be allowed for TV channels providing comprehensive programming and current outsourcing system should be improved. Second, constant and consistent support for program production and distribution is needed. Third, advertising sales system should be restructured to ensure that the public interest is protected by the media and more competition can be introduced in content production industry.
