시.청각 장애인의 방송 불만족 원인 규명을 위한 탐색적 연구

국문 초록

TV가 오늘날 모든 사람들의 관심을 끄는 보편적 관심사라는 측면에서 정보 자체의 편향성， 정보 전달 채널의 차이， 해석 능력의 차이로 정보격차를 초래하는 것은 자명한 사실이다. 따라서 신체적 제약으로 보편적 서비스를 이용하는데 있어 소외되어온 장애인으로서는 그 격차가 더욱 크게 나타날 것으로 예측된다. 본 연구는 정보통신기술 영역에서 논의되어오던 정보격차 개념을 방송영역에서 새롭게 정립되어 장애인 방송의 당위성을 뒷받침하는 이론적 논의들을 실증적 자료를 바탕으로 분석， 고찰해보고자 한다. 아울러 정보격차 유형에 입각해 시청동기의 격차를 시작으로 수신, 미디어 능력, 이용, 수용 순의 격차 단계에 따른 장애인의 방송 불만을 측정해보고 방송 불만에 영향을 미치는 요인을 찾아 장애인 방송의 개선방안을 모색해 보고자 한다. 분석 결과 두 집단 간의 방송 불만에 대한 문제 인식의 차이를 살펴볼 수 있었다. 시각 장애인의 경우 보편적 서비스로서 방송의 접근성에 대한 불만이 가장 높았으며, 청각 장애인의 경우 보편적 서비스를 이용함에 있어서 발생하는 불만이 가장 컸다. 집단 간의 방송 불만과 미디어 능력과의 관계 및 영향력을 살펴본 결과 미디어능력이 방송 불만에 미치는 영향은 4개 요인 모두 유의미한 영향을 미치는 것으로 나타났다. ‘매체 비판능력’과 ‘능동성’ 요인이 높으면 불만도 커지는 반면，'활동성’과 ‘현실감’ 요인이 높으면 방송 불만은 적어지는 것을 확인 할 수 있다. 이는 미디어 능력이 방송 불만에 상당한 영향력을 끼치고 있다는 것을 설명해주는 것이며， 미디어 교육의 중요성을 다시 한번 인식 시켜 주고 있다. 끝으로 4단계에 걸쳐 투입한 선행 요인이 방송 불만에 미치는 영향은 고연령층일수록, 정보와 학습을 목표로 TV를 시청할 때， 매체 비판 능력이 높을 때 방송 불만은 높게 나타나며，습관적으로 TV를 시청할 때와 미디어 능력의 ‘현실감’과 ‘활동성’이 높을 때 방송 불만은 저조해 진다는 것으로 밝혀졌다.

영문 초록

The Change of broadcasting environment such as the convergence of broadcasting and communication technology provides more information to the people creating a new communication environment. Therefore this study adjusted the focus on identifying of cause of broadcasting dissatisfaction for the hearing or visual disability who are at the center of the Digital Divide(information gap problem). To do this, I compared and analyzed reception gap(how much they access to it) use gap(how to use it), capacity gap(how much they accommodate) of TV broadcasting between social groups and examined the difference of complaint that is caused by those gap. And I considered broadcasting dissatisfaction for the hearing or visual disability in detail analyzing the complaint that is caused by motivation and media skill. As a result I found that they recognize it in different way. For the visual disability most dissatisfaction is the access to broadcasting as the universal service, for the hearing disability when they use universal service they feel dissatisfaction most. Also reception gap between the hearing or visual disability have shown highly and on the whole the visual disability dissatisfaction is much more than others. The result of analysis showed difference among the three layers in motivation and media skill and the broadcasting complaint was low for the non-disable who have good media skill. The result of the analysis about factor that affect the complaints of broadcasting showed that media skill is the main one and motivation is significantly associated with it.
