국문 초록

본 연구에서는 골프장 체육용지의 지목설정․변경과 관련되어 발생되고 있는 여러 문제점들을 고찰하여 보고, 이에 대한 합리적인 개선점을 모색하여 보고자 하였다. 보다 실질적인 연구를 위해 현재 골프장 조성 후 지목변경 과정에서 여러 문제점이 발생되고 있는 군산컨트리클럽을 사례로 체육용지 지목변경의 문제점과 이에 대한 개선방안을 제시하고자 하였다.연구결과, 현행 골프장관련 지침의 현실성 및 형평성 결여, 골프산업의 대중화라는 정책방향과의 불일치, 주지목추종의 원칙의 잘못된 해석 및 적용, 골프장의 지형적 특성의 미반영 등 골프장관련 지목변경에 있어 다양한 문제가 나타나고 있음을 알 수 있었고, 이에 대한 개선방안으로서 핵심적으로 골프장관련 지침이 현실성 있게 개정되어야 함을 제안하였다.

영문 초록

This study tried to examine several problems related to land category set-up and change of golf course physical site and to find reasonable ways of improvement. For more effective study, this study adopted a case of Gunsan Country Club which currently has many problems in the process of land category change after its construction, and tried to think about the problems of land category change of physical site and to suggest reasonable ways of improvement. The result of this study showed various problems related to land category change of golf course such as the lack of reality and fairness in current golf course rules, inconsistence with policy direction of popularization of golf industry, wrong interpretation and application of 'presumptive principle of main land category' and not reflecting the geographical features of golf course, for which it was suggested as a way of improvement that rules for golf course be fundamentally revised, considering the reality.
