건축물대장 등록정보의 논리오류 유형 연구

국문 초록

정부에서는 부동산과 관련된 토지대장과 건축물대장을 통합하는 방안을 추진하고 있다. 토지대장에대해서는 논리오류 정비방안이 마련되어 있으나 건축물대장에 대해서는 어떠한 유형의 오류가 얼마만큼 있는지에 대해서 아직 조사가 되지 않은 것이 현실이다.본 연구에서는 건축물대장 등록정보의 정확성을 제고하기 위해 논리오류 형태를 총괄표제부, 표제부,층별현황, 일반 및 집합건축물 소유권, 집합건축물 전유부 등 5개의 대분류와 이에 대한 세부오류를 105개 유형으로 도출할 수 있었다.그러나 105개의 논리오류 모두를 정리하였어도 건축물대장에 논리적 오류가 없다고는 할 수 없다. 이는 단순히 건축물대장 등록정보에 대한 오류를 검토한 사항으로서 다른 시스템에서 관리되고 있는 정보와의 오류 비교를 하지 않았기 때문이다.건축물대장 정비사업의 결과에서도 볼 수 있었듯이 부동산 관련 정보가 분산 관리되고 있어 개별적논리오류의 정비도 중요하겠지만 지적, 등기 등 관련정보의 상호 연계 과정에서 누락 및 오류가 발생하는 현황에 대한 파악과 이를 바로 잡을 수 있는 체계구축이 선행되어야 할 것이다.

영문 초록

The government has been pushing ahead with the plan of consolidating a land register and registered building related to real estate. For a land register, the measure to error repair was taken. For registered building, however, it is in reality that any investigation has not been taken yet to determine how many errors and what type of errors have been occurred. For the purpose of reviewing the accuracy of registered information in registered building, this study derived five mega-categories (i.e., comprehensive title record, title record, present condition of building floor, general and multi-owned building ownership, exclusive possession of multi-owned building) and 105 types of detail errors as well in terms of the form of logical error. Although all types of 105 errors were cleared up, it should not be alleged that no error exist, in that it as the review of only errors inherent in information of registered building was not compared with those in information managed by other systems. As could be seen in the results of the improvement project of registered building, information related to real estate has been dispersive-managed. Thus, even if individual logical error anagementshould be important, however, it should be preceded that the government would figure out the present situation about omissions and errors occurred in an inter-connective process among a variety of information related to a land registration, house registration, and so on. In addition, it is necessary to establish systems for rectifying this undesirable present situation
