국문 초록
문제기반학습(Problem based Learning : PBL)에 대한 관심과 실천이 증가하면서 자연스럽게 PBL 문제 개발과정에 대한 논의가 이루어지고 있다. 본 연구는 PBL을 위한 문제 개발과정을 제시하기 위해 PBL 문제개발과 관련된 선행연구들의 결과를 검토하고, PBL 실천과 문제개발에 있어 경력교수자와 초보교수자의 문제 개발과정을 사례연구를 통해 비교하였다.
사례연구결과는 다음과 같다. PBL 경험이 많은 경력교수자는 문제개발을 위해 1) 자신의 경험과 현재 수행하고 있는 일에서 문제의 기본틀을 마련하고, 2) 문제의 기본틀을 PBL 문제가 요구하는 형식을 갖추어 시나리오로 작성하고, 3) 완성된 PBL 문제가 PBL 문제의 조건에 부합하는지 검토하였다. 경력교수자는 한 학기 PBL 강좌에 필요한 문제를 개강 전 모두 개발하지 않고, 학습자들의 문제해결과정을 지켜보면서 이의 결과와 실제적 요구를 반영하여 필요한 문제를 수정ㆍ개발하였다. 한편, PBL 경험이 없는 초보 교수자는 문제를 개발하기 위해서 1) 교재를 선정하고, 선정한 교재의 단원을 분석ㆍ통합하여 문제의 기본틀을 마련하고, 2) 이미 개발된 PBL 문제를 참고하여 PBL 문제의 시나리오를 작성하고, 3) 작성된 문제 시나리오를 전문가에게 보여 검토받고, 4) 전문가 의견을 반영하여 문제를 수정 보완하는 과정을 나타내었으며, 한 학기 PBL 강좌에 필요한 문제를 개강 전에 대부분 모두 개발하였고, PBL을 진행하는 과정에서 이미 개발한 문제를 수정ㆍ보완한다는 점에서 새롭게 문제를 개발한 경력교수자와 차이를 보였다.
PBL 경력교수자와 초보교수자는 문제 개발과정은 PBL 문제 개발과정이 한 강좌의 속성과 그 강좌에서 다루는 주제의 실제성을 파악하는 과정이며, 동시에 PBL 과정에서 문제를 해결하는 학습자들에 대한 충분한 분석과 문제와 관련된 실제적 분석을 지속적으로 수행하는 과정이라는 공통점을 보여주었다. 그러나, 교수자의 경험 정도에 따라 PBL 문제개발에 대한 부담감과 거치는 과정이 다르다는 점에서 차이를 나타내었다. 이러한 결과는 처음 PBL 실행을 위해 문제를 개발해야 하는 교수자에게 문제 개발과정에 대한 안내를 제공한다.

영문 초록
Problem Based Leaning(PBL) is an effective educational method. PBL means a problembased, learner-centered learning environment. PBL presents an authentic problem first, Then, throughout the whole compulsory process of solving the problem, learners collaboratively acquire and learn the core knowledge and the experts" problem solving skills.
PBL method may seem intuitive and even unstructured because a problem is in nature unstructured and authentic. However, with a closer look at the PBL, it is carefully designed and highly structured. Therefore, if it is poorly and incompletely designed, PBL can be a frustrating and exhausting experience for students and faculty members. Well designed PBL can be a exhilarating and rewarding experience for both of them. A critical aspect of problem-based learning(PBL) is the actual design of the problem to be solved. However, many faculties may believe that it is difficult to design PBL problem. So, the purpose of this study is to show how to design problem of PBL.
A literature review and a qualitative case study were performed to achieve the goal. Especially, This study sought to identify differences in the processes of problem design of expert and novice in PBL. The overall results of the study can be summarized as follows.
First, expert instructor did the following steps to design PBL problem ; 1) collecting data -any magazines or newspaper articles, documentaries, news reports, books, movies, and so on, 2) writing a rough draft PBL problem scenario based on collected data, 3) revising a PBL problem scenario or developing a new PBL problem based on analysis data about learners" needs, learners" problem solving products, instructor"s work as a SME, and authentic needs. Second, novice instructor did the following steps to design PBL problem ; 1) conducting content analysis and searching proper context, 2) writing a rough draft PBL problem scenario based on collected data, problem samples, and characteristics of PBL Problem, 3) revising a PBL problem scenario through expert"s reviewing, 4) complementing PBL problems based on data analyzed learners" needs, learners" problem solving products, and authentic needs during implementing PBL.
This study showed how instructor designed PBL problems. The result should be the base of formulation of process of PBL problem design.
