건강장애학생을 위한 교육 지원 모형 개발

국문 초록

최근 특수교육진흥법 개정을 통해 심장장애, 신장장애, 간장애 등 만성질환으로 인한 건강장애가 특수교육대상자에 포함되었다. 국내외 문헌에서는 이들이 장기간의 결석 및 치료로 인해 퇴원 후에도 학업상의 문제 뿐 아니라, 학교에서의 또래관계, 교사와의 관계에서도 문제를 가지고 있는 경우가 많다고 보고하였다. 본 연구에서는 이러한 건강장애학생을 위한 교육지원체계 모형을 개발하기 위하여, 문헌연구, 포커스 그룹, 건강장애학생의 부모를 대상으로 하는 요구조사, 핵심관련인 패널 토론 등의 방법을 사용하였다. 개발된 교육지원모형은 국내의 교육 실정을 고려하되, 연구에서 파악된 이상적인 면을 최대한 포함시키고자 하였다. 구체적으로는, 첫째, 건강장애학생들의 특성상 병원학교/급과 학교복귀를 위한 순회교육, 일반학교 재학 중인 학생을 위한 지원의 세 측면으로 나누어 교육지원체계를 고안하였다. 둘째, 교육 지원 체계의 구조는 1) 교육기회의 확대, 2) 교육방법의 다양화 및 개선을 통한 특수교육의 질 제고, 3) 건강장애학생 교육지원 인력 양성 및 배치, 4) 재정 및 지역사회 연계 등의 지원체계 구축을 중심으로 개발하였다. 셋째, 대상학생의 다양한 건강, 정서, 학업적 특성을 고려한 개별화 교육과 다학문적 팀 접근, 현재 공교육에서 소외되어있는 건강장애학생들을 위한 공교육 기회 확대를 가장 중요한 원칙으로 삼고자 하였다. 마지막으로 본 연구의 제한점 및 추후 연구되어야 할 과제에 대하여 논의하였다.

영문 초록

The reauthorization of the Special Education Promotion Act in 2005 ensured special education for the students with health impairments. These students have difficulties in establishing and maintaining relationships with their peers and teachers in addition to academic problems when they return to school after a long period of hospitalization and treatment. In order to develop an educational support model for these students, this study conducted literature review, focus group, parent survey, and panel discussion. The principles of the model include appropriate and individualized public education, maximum utilization of community resources, multidisciplinary approach, family-centeredness, and system-level support. The model was conceived based on three different conditions that the students with health impairments might experience: education in hospital schools/classes, education at home(itinerant education), and education in general schools. The components of the model are (1) expansion of educational opportunities, (2) quality promotion in special education through the enhancement and diversification of instructional methods, (3) personnel preparation and placement, and (4) system-level support including funding and community networking. Finally, the limitation of the study and implications for future studies are discussed.
