박사후연구원의 법적 지위 명문화 정책에 대한 이해관계자의 인식

국문 초록

본 연구의 목적은 박사후연구원의 법적 지위를 명문화함으로써 안정적인 연구 활동을 지원하기 위한 정책이 가져올 기대 효과를 이해관계자의 인식을 바탕으로 탐색하는 것이다. 또한, 본 연구는 법적 지위를 명문화하는 것 외에 박사후연구원이 학문 후속세대로 성장할 수 있도록 지원하기 위한 정책 방안을 탐색하였다. 표적 집단 면접을 통해 분석한 결과, 연구참여자들은 동 정책이 추진되면 박사후연구원의 개념과 역할이 명료하게 규정되고, 그들의 연구 활동을 더욱 체계적으로 지원하고 관리할 수 있을 것으로 인식하였다. 반면, 본 연구는 박사후연구원의 지위를 법령으로 규정할 경우, 대학 차원에서 신규 박사후연구원의 채용 기피, 추가적 행정 수요 발생, 새로운 평가 부담 등 정책이 의도하지 않은 결과를 낳을 수 있음을 발견하였다. 마지막으로, 본 연구의 결과는 박사후연구원이 학문 후속세대로 성장할 수 있도록 하기 위해서는 대학의 채용 규모 확대, 진로 안내와 상담 강화, 연구 역량 제고를 위한 지원 확대, 연구과제 책임자 경험 제공 등이 필요함을 제언하였다.

영문 초록

The purpose of this study is to explore the expected effects of policies aimed at supporting stable research activities by formalizing the legal status of postdoctoral researchers, based on stakeholders’ perceptions. Additionally, the study examined policy measures to support postdoctoral researchers’ growth into the next generation of academics beyond merely formalizing their legal status. Results from focus group interviews revealed that participants perceive these policies would clearly define the concept and role of postdoctoral researchers, and support and manage their research activities more systematically. Conversely, the study found that legally formalizing the status of postdoctoral researchers could lead to unintended outcomes, such as universities avoiding hiring new postdoctoral researchers, increased administrative demands, and new evaluation burdens. Finally, the results suggest that to facilitate postdoctoral researchers’ growth into the next generation of academics, it is necessary to expand university hiring, strengthen career guidance and counseling, enhance support for research capabilities, and provide experiences as research project leaders.
