교육감 선거의 무효표, 무관심 결정요인 탐색 : 2022년 교육감 선거를 중심으로

국문 초록

우리나라의 정치적 분권은 교육의 분권 유형 중 가장 발달한 분권으로 알려져 있다. 그러나 교육감 선거에서 관찰되는 높은 무효표 및 무관심은 정치적 분권이 제도적으로 높게 보장될 뿐 문화적으로는 보장되지 않고 있음을 보여준다. 또한 네 차례에 걸친 선거에도 불구하고, 선거에 대한 이론적, 실증적 접근은 미흡한 실정이다. 이에 본 연구는 교육감 선거의 무효표, 무관심을 탐색하기 위해 사회경제적 지위. 사회 정체성, 합리적 선택 이론을 바탕으로 집계자료 및 설문자료를 활용해 종합적으로 분석했다. 분석 결과, 사회경제적 지위(학력), 사회 정체성(여성, 미성년자녀부모, 정당일체감), 정보 비용 및 편익을 반영하는 합리적 선택론(현직자 출마, 선거 경쟁도, 유효후보 수, 투표정보) 요인이 교육감 선거의 무효표 및 선거 무관심을 예측하는 것으로 판단되었다. 이와 달리, 광역단체장 선거는 사회경제적 지위(학력, 연령), 사회 정체성(정당일체감), 합리적 선택론(선거경쟁도, 현직자 출마, 투표정보) 요인에 따라 관심도가 달랐다. 한편 현직자 출마는 무효표와의 관계가 모두 통계적으로 유의미했으나 교육감 선거와 광역단체장에서 영향의 방향이 다르게 나타났다. 이러한 분석을 바탕으로 정책적 시사점을 제언하면 다음과 같다. 첫째, 선거상황에 따른 무효표와 유권자특성에 따른 무효표를 구분해 대응할 필요가 있다. 둘째, 중앙선관위원회의 홍보와, 교육자치 기능의 강화 및 연계를 바탕으로 시민 관심을 제고할 필요가 있다. 셋째, 교육감선거에 대한 인식을 주기적으로 살피고 교육자치 지표를 구축하려는 학계 및 정부의 노력이 필요하다.

영문 초록

This study investigates the determinants of ballot invalidation and electoral apathy in superintendent election, a crucial part of educational political decentralization. Through a dual approach employing aggregate electoral data and individual-level survey responses, I empirically test theoretical frameworks spanning socioeconomic status, social identity theory, and rational choice theory. The findings reveal that patterns of invalid balloting and political apathy in superintendent election are significantly associated with socioeconomic status(educational level), social identity (presence of school-age children in the household, gender, and party identification), and rational choice factors reflecting electoral costs and benefits(effective number of candidates, electoral closeness, incumbent presence, and availability of vote information). In metropolitan jurisdictions, invalid votes and political apathy demonstrated strong positive relationship with socioeconomic status(educational attainment and age), social identity(party identification), and rational choice (electoral closeness, incumbency effects, and information accessibility) factors. Notably, the relationship between invalid votes and incumbent presence exhibited an inverse pattern, suggesting distinct underlying mechanisms. Based on this analysis, policy implications are as follows. The study recommends tailored strategies to reduce invalid ballots, enhance citizen engagement, and improve educational governance through collaborative institutional efforts.
