국문 초록

국내 경찰 협상은 ‘대테러인질협상’에서 시작하여 자살·인질강도·가정폭력 등 경찰관리 위기 상황 전반을 포함하는 ‘위기협상’으로 발전했다. 미국 경찰도 뮌헨올림픽 테러의 반성으로 시작하여 현재는 자살이나 인질강도 등 그 대상이 확대되었다. 협상의 중요성이 인식되면서 경찰청을 중심으로 육군행정학교, 소방학교 및 특전사 등 군부대에서도 매년 교육을 시행하고 있고, 국무총리실 대테러센터 주관 대테러 작전부대 교육에서도 1일 교육과정으로 위기협상을 포함하고 있다. 협상에 대해 미국은 언제, 어떤 계기로 시작되었는지 명확하여 교육에도 반영하고 있는 반면, 국내 경찰 협상은 도입된 지 40여 년이 지났지만 언제, 어떤 계기로 운영되었는지에 대한 교육과 자료가 없는 상태다. 경찰협상 도입 초기에는 대테러 협상 분야로 한정되어 대부분 비밀로 간주 되어 관리가 되지 않았다는 협상관련자들의 전언만 존재하고, 보안상 이유로 일정 주기마다 컴퓨터를 폐기하여 이를 구체화한 문서나 연구가 없다. 이에 본 연구에서는, 2000년대 초반 활동했던 위기협상 요원과 2024년 현장에서 활동 중인 협상 요원들을 만나 심층 질문을 실시하고 보관 중인 자료를 분석하여 국내 경찰 협상의 연혁에 대한 정리를 시도하였다. 한국에 협상이 도입된 배경과 변화 과정을 처음으로 추적한 연구로 앞으로 후속 확인 과정을 통하여 계속 수정과 보완이 필요한 문제점을 안고 있다. 본 연구는 국내 경찰 협상의 최초 출발 시기부터 그간의 변화 과정에 중점을 두면서 문제점과 활성화 방안을 제언하고자 한다.

영문 초록

Crisis negotiation within the domestic police force began with “counter-terrorist hostage negotiations”and has developed to include a wide array of critical policing situations, such as suicide, hostage robbery, and domestic violence. Similarly, in the United States, the practice started after the Munich Olympics terror incident and has since expanded to include situations like suicides and hostage takings. The recognized importance of negotiation has led to the implementation of annual training sessions centered around the National Police Agency, involving military institutions like the Army Administrative School, Firefighting School, and Special Warfare Command units. These sessions also incorporate a one-day negotiation course under the supervision of the Prime Minister’s Office National Counter Terrorism Center during counter-terrorism unit training. In the United States, the origins and motivations for the adoption of negotiation are well-documented and are being reflected in domestic training. However, despite over forty years since their introduction, Korean police negotiations lack educational anddocumentary evidence regarding their initiation and operational triggers. Initially, police negotiations were confined primarily to counter-terrorism and were often treated as secretive, with no formal documentation or research due to security reasons and the periodic disposal of computers. This research involved crisis negotiation agents active in the early 2000s and those in the field in 2024, conducting in-depth interviews and analyzing existing records to organize the historical development of crisis negotiation in Korean police. This study represents the first attempt to trace the introduction and evolution of negotiation in Korea, highlighting ongoing issues that require future verification, modification, and enhancement. The study focuses on the initial period of domestic police negotiation and the subsequent changes, offering solutions for the identified issues and suggestions for activation.
